About the Role

Alfanar is seeking a Sr. HSE Engineer to provide advanced technical support in Health, Safety, and Environment across assigned areas. This full-time position is based in Riyadh, Saudi Arabia, and requires 5-10 years of experience in a relevant field. The role involves ensuring compliance, enhancing emergency readiness, and strengthening technical competency through various HSE activities.

Key Responsibilities

• Conduct complex risk assessments, including ATEX/hazardous-area classification, machinery safety, chemical exposure, and fire risks, and develop appropriate assessment methods.
• Review assessments prepared by engineers and inspectors, verifying the adequacy of mitigation measures.
• Assess HSE controls for contractor activities, maintenance, shutdowns, projects, and production line changes.
• Develop inspection schedules and conduct planned patrols of high-risk areas, covering assigned areas during day shifts and all plants when assigned to the night shift.
• Verify permit-to-work, hot work, and lockout/tagout compliance for operational, maintenance, and contractor activities.
• Investigate serious and high-potential incidents using advanced root cause analysis methods and recommend actions addressing underlying causes.
• Provide immediate incident response within designated responsibilities, coordinate with Fire Prevention and emergency teams, and secure the scene for investigation.
• Coach engineers and inspectors, contributing to competency assessments and structured technical development plans.
• Develop training materials and deliver awareness campaigns, toolbox talks, and technical training.
• Analyze HSE findings, incident trends, and KPIs, presenting findings and technical recommendations to relevant stakeholders.
• Prepare shift HSE reports and hand over incidents, significant risks, and outstanding actions between day and night teams.

Operational Accountabilities

• Perform planned activities to meet operational and development targets as per delivery schedules.
• Utilize resources effectively to achieve objectives within efficient cost and time.
• Provide periodic reports detailing deviations and execution of planned tasks.
• Solve related problems and escalate complex operational issues as needed.
• Ensure quality requirements are met to develop effective quality control and processes.
• Coordinate well-defined written systems, policies, procedures, and seek automation opportunities.
• Comply with relevant policies, procedures, and work instructions.
• Ensure compliance with relevant safety, quality, and environmental management procedures and controls.

Qualifications and Experience

• A minimum of 5-10 years of experience in a Health, Safety, and Environment role.
• Ability to obtain updated soft and technical skills relevant to the job.

Work Environment

This is a full-time position located in Riyadh, Riyadh, Saudi Arabia. The role may require working day or night shifts to provide continuous HSE technical support across assigned areas and plants.
