About the Role

Scovai, a talent acquisition firm, is partnering with a leading organization to identify a Tourism & Hospitality Development Director. This full-time, director-level position is based in Riyadh, Saudi Arabia, and operates on a hybrid working model. The role requires over 10 years of experience and offers a tax-free compensation package. It is integral to advancing the Kingdom's tourism and hospitality ambitions in alignment with Saudi Vision 2030, serving as the strategic architect behind hospitality asset development, investment attraction, and destination management initiatives.

Key Responsibilities

The Director will lead end-to-end strategic development efforts, which include:

  • Leading master planning, project feasibility assessments, and the cultivation of public-private partnerships to unlock hospitality investments.
  • Overseeing a robust pipeline of hospitality assets.
  • Managing complex commercial negotiations.
  • Engaging a diverse ecosystem of stakeholders, including government entities, international hotel brands, private investors, and development partners.
  • Assuming full P&L accountability and providing team leadership within the Strategy & Development function.

Required Qualifications and Experience

  • Deep knowledge of Saudi regulatory, land-use, and permitting processes, with established relationships across national and regional government bodies.
  • Experience structuring large-scale project financing, including Islamic finance instruments (sukuk) and investor syndication.
  • Expertise in sustainable and regenerative tourism development, with proven ESG integration and green certification (*, LEED, Green Globe).
  • Track record in cultural heritage-led tourism product development and local community engagement.
  • Experience implementing smart tourism solutions and data-driven destination management (visitor analytics, digital platforms).

Preferred Skills and Background

  • Hands-on experience with Saudi Vision 2030 tourism initiatives or giga-project environments (*, NEOM, Red Sea Project).
  • Established relationships with international hotel brands and hospitality operators.
  • Familiarity with ESG-aligned development practices and sustainability frameworks in hospitality.
  • Prior exposure to GCC or MENA regional tourism markets.
