Saudi Air Navigation Services is seeking a Resource & Infrastructure Engineer to join their team in Jeddah. This full-time role is designed for professionals with 0-1 years of experience, focusing on optimizing resource allocation and infrastructure utilization to support research, development, and innovation projects.

Role Purpose

The primary purpose of this role is to ensure the effective planning, readiness, and compliance of R&D resources, technical infrastructure, laboratories, and facilities. The Resource & Infrastructure Engineer will support research, development, and innovation initiatives by ensuring efficient resource planning, adherence to industry standards, and data-driven decision-making. The role also involves supporting the Innovation Head with budgeting and reporting, aligning with established KPIs, approved budgets, and adopted policies and procedures.

Key Responsibilities

• Develop and implement advanced frameworks for monitoring resource availability, utilization, and capacity across personnel, facilities, and technical assets.
• Evaluate current resource capabilities and forecast future demand to enable proactive allocation and planning.
• Collaborate with HR and project leads to identify capability gaps and support targeted recruitment and resource secondments.
• Work with internal and external trainers to design and deliver training programs, ensuring staff possess skills for current and emerging technologies.
• Control resource allocation to ensure projects are staffed efficiently, adjusting based on evolving priorities.
• Utilize real-time data analysis to identify trends, inefficiencies, and opportunities for resource optimization.
• Develop strategies to enhance resource efficiency, minimize waste, and improve cost-effectiveness.
• Provide recommendations to mitigate resource constraints and capability gaps to support project continuity.
• Support the development and management of the R&D department budget in collaboration with the Innovation Head.
• Prepare and present periodic financial reports to senior leadership, highlighting expenditure trends and investment opportunities.
• Manage the acquisition, maintenance, and optimization of tools, equipment, and facilities, ensuring alignment with R&D project needs and industry standards.
• Facilitate the implementation of digital platforms and knowledge management systems to enhance collaboration.
• Act as a coordination link between the R&D department and procurement teams for infrastructure-related acquisitions.
• Monitor day-to-day activities to ensure compliance with stipulated policies and procedures.
• Contribute to identifying opportunities for continuous improvement of systems and processes.

Qualifications and Experience

• 0-1 years of relevant experience.
• Demonstrated ability to develop and implement resource planning frameworks.
• Experience with data analysis for resource optimization.
• Understanding of budget development and financial reporting.
• Knowledge of infrastructure management, including acquisition and maintenance of tools and facilities.
• Familiarity with industry standards and compliance requirements.
