About the Role

Bechtel Corporation is seeking a Senior Wet Utility Engineer for a full-time position in Al Jubail, Eastern Province. This role involves contributing to one of the largest civil engineering projects in modern times, managing design submissions, and overseeing construction work for the Royal Commission.

Project Overview

The Jubail project, located in the Eastern Province of Saudi Arabia, has been managed by Bechtel since the mid-1970s. Saudi Arabian Bechtel Company (SABCO) acts as the Management Services Contractor (MSC) for the Royal Commission, serving as the owner's representative. The project involves managing Engineering, Procurement, and Construction (EPC) activities, including design submissions from local architect/engineering (AE) firms and overseeing construction by local contractors in Jubail and Ras Al-Khair Industrial Cities. The contract was renewed in June 2026 for another five years, focusing on new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, and port and pipeline expansions.

Key Responsibilities

  • Conduct field investigations and client interviews to define work scope and cost estimates for civil/structural project aspects.
  • Lead the design, development, modification, evaluation, and constructability reviews of civil/structural components and processes.
  • Ensure that the unique and complex requirements of a project’s civil/structural aspects are met through technical expertise.
  • Review hydraulic models (*, WaterGEM, SewerGEM, ICM, HEC-RAS, HEC-HMS, SWMM) and site design packages on behalf of the Royal Commission.
  • Provide guidance and verify that A/E firms adhere to applicable codes and standards during design.
  • Ensure that the Royal Commission's technical requirements are respected and that optimum designs are achieved.
  • Represent the client in technical meetings, Value Engineering analysis, Constructability review meetings, and Interdisciplinary Design Workshops.
  • Provide technical support during the construction phase, including DCN’s, RFI’s, TQ’s, and FCD’s.

Required Experience

Candidates should possess 5-10 years of relevant experience in civil/structural engineering, with a focus on wet utility projects. Experience in managing design submissions and overseeing construction activities is essential.

Work Environment

This role is based in Al Jubail, Eastern Province, Saudi Arabia, and is a full-time position. The work involves collaboration with local architect/engineering firms, contractors, and sub-contractors, operating within the framework of the Royal Commission's projects.
