About the Role

Front End Limited Company is seeking a Business Development Manager Offshore to lead the growth of its offshore energy portfolio within Saudi Arabia. This full-time position is based in the Eastern Province, specifically in Al Khobar or Dhahran. The successful candidate will own the full business development cycle, converting Front End's exclusive partnerships into pre-qualifications, Long Term Agreements (LTAs), and awarded scopes.

Primary Mandate: Saudi Aramco Offshore MPP

A core focus of this role is to capture scopes within Saudi Aramco's Offshore Maintain Potential Program (MPP). Responsibilities include:

  • Building and executing a dedicated capture plan targeting Aramco's Offshore MPP work scopes, such as platform tie-ins, jackets and decks, MOPU installations, subsea pipeline replacements, brownfield modifications, and platform life-extension campaigns.
  • Mapping MPP stakeholders across Aramco's Offshore Projects Department, Northern Area Oil Operations (NAOO), Upstream Engineering Services, Marine Department, and Procurement & Supply Chain Management (P&SCM), and building sustained relationships at decision-making levels.
  • Tracking MPP package releases, EPCI tender cycles, and IKTVA expectations to position Front End and alliance partners for prequalification (9COM, SAP Ariba), technical evaluation, and award.
  • Leading pursuit strategy for Long Term Agreements (LTAs) and call-off scopes under Aramco's offshore framework contracts, including survey, positioning, mooring, foundations, inspection, IRM, and decommissioning services.

Secondary Mandate: Ministry of Transport & Mawani

The role also encompasses driving business development across offshore and marine programs for the Ministry of Transport and Logistic Services and Mawani. Key activities include:

  • Driving business development across Mawani-led offshore and nearshore programs, such as port expansions, marine infrastructure upgrades, dredging support, hydrographic and geophysical surveys, mooring systems, quay-wall and breakwater works, and offshore aids-to-navigation.
  • Engaging the Ministry of Transport and Logistic Services on national maritime initiatives aligned with the National Transport and Logistics Strategy (NTLS) and Saudi Vision 2030.
  • Pursuing framework agreements, LTAs, and project-specific tenders issued by Mawani and its operating partners (Bahri, NSCSA, port operators, terminal concessionaires).

Commercial and Strategic Leadership

This position requires strong commercial acumen and strategic oversight across market intelligence, pipeline management, and partner engagement.

  • Owning the offshore opportunity pipeline in CRM and forecasting bookings, revenue, and gross margin by program (Aramco MPP, Mawani, MoT, IOCs).
  • Leading bid strategy, win themes, pricing posture, and risk allocation in collaboration with Operations, Engineering, Finance, and Legal teams.
  • Managing proposal development with Front End's proposals team and alliance partners to deliver compliant, competitive submissions.
  • Negotiating LTAs, master service agreements, and call-off contracts, ensuring smooth handover to Project Delivery.
  • Maintaining a structured view of Saudi Arabia's offshore market, including Aramco offshore CAPEX/OPEX, Mawani port master plan, and Red Sea and NEOM coastal developments.
  • Monitoring competitor activity (*, Saipem, McDermott, NPCC) and feeding insights into positioning and pricing strategy.
  • Identifying white-space opportunities for new alliances, technology transfer, and localization that strengthen IKTVA scores.
  • Acting as Front End's primary commercial interface with offshore alliance partners, coordinating joint pursuits, technical workshops, and client visits.
  • Representing Front End at key industry events (*, ADIPEC, Saudi Maritime Congress, Aramco supplier forums, Mawani industry days).

Qualifications and Experience

  • Bachelor's degree in Engineering (Mechanical, Petroleum, Marine, Civil/Structural, or Subsea), Geoscience, or a related technical discipline; an MBA is a plus.
  • 8–12 years of business development or commercial experience in the offshore oil & gas or marine sector, with at least 4 years selling into Saudi Arabia.
  • Demonstrated success in closing offshore scopes with Saudi Aramco and/or Mawani / Ministry of Transport, evidenced by named awards, LTAs, or framework agreements.
  • Strong working knowledge of Aramco's prequalification process (9COM, SAP Ariba, IKTVA), contracting strategies, and offshore technical standards (SAES, SAEP, SAMSS).
  • Familiarity with Mawani tendering and Ministry of Transport procurement processes.
  • Hands-on experience leading complex offshore proposals (EPCI, IRM, survey, mooring, foundations, decommissioning) typically above USD 10 million.
  • Commercial acumen across pricing, contract terms (FIDIC, LOGIC, bespoke Aramco/Mawani forms), risk allocation, and consortium structuring.
  • Fluent English is required; professional working Arabic is strongly preferred.
  • Based in or willing to relocate to the Eastern Province (Al Khobar / Dhahran).

Preferred Attributes

Candidates demonstrating the following will be given significantly higher consideration:

  • Direct familiarity with Saudi Aramco Long Term Agreements (LTAs) and the Offshore Maintain Potential Program.
  • Previous business development or account-management ownership of an Aramco offshore LTA (*, survey, mooring, foundations, IRM, or marine construction support), including call-off generation, scope expansion, and renewal.
  • Direct involvement in Maintain Potential Program offshore campaigns, such as tie-ins, MOPU/jacket installations, brownfield modifications, pipeline replacements, or platform life-extension work.
  • An established network within Aramco Offshore Projects, NAOO, Marine Department, and the contracting community supporting MPP.
  • A track record of structuring consortium or alliance bids that satisfy Aramco IKTVA and Saudization requirements.
