About the Role

Jones Engineering is seeking a Senior Quantity Surveyor for a full-time position based in Dammam, Eastern region. This role is central to managing the commercial and contractual aspects of construction projects, requiring a professional with 5 to 10 years of experience in the field.

Key Responsibilities

  • Report directly to the Project Manager and functionally to the Commercial Director.
  • Support pre-construction activities, including robust tendering, budget preparation, and validation.
  • Critique pre-construction commercial documentation and identify project commercial risks with the project team.
  • Coordinate with management to set project budgets and manage the Better Buy Schedule, monitoring procurement targets.
  • Review, manage, and analyze commercial documentation (quotes, BOQs) from sub-contractors and clients against contractual requirements and budgets.
  • Establish and maintain a project risk and opportunity register, ensuring swift closure of items.
  • Manage weekly and monthly commercial/contract reporting protocols, tracking planned vs. actual costs and monitoring against budgets and KPIs.
  • Prepare comprehensive commercial documents including reports, analyses, contracts, budgets, risk registers, and variation trackers.
  • Coordinate with Project Controls to monitor project prelims and manpower, ensuring resource levels align with budget projections.
  • Assess, value, and validate sub-contractor's completed work, submitting payment certificates in coordination with site leads and management.
  • Prepare and submit progress payment applications and variation notices to clients, collating technical information from the engineering team.
  • Ensure Change Management logs are consistently created and maintained up to date.
  • Track materials and top-up ordering with storekeepers and project engineers, analyzing quantity variances against budget.
  • Provide input for client and internal weekly/monthly progress reports and presentations.
  • Identify and prepare claims for Extension of Time (EOT) and challenge sub-contractor claims and EOT requests.
  • Review and assess claims for variations or change orders from main contractors or clients, informing management of potential cost impacts.
  • Report and address project execution issues, preparing escalation reports for management.
  • Arrange and manage workshops/meetings to resolve commercial issues with contractors/client cost consultants, recording minutes.
  • Support project closeout activities, including final account closures with clients and sub-contractors, and final cost reporting.
  • Issue monthly applications for payment (AFP) to the Client, utilizing an AFP tracker, and advise management on payment issues.
  • Supervise, develop, and mentor project staff.
  • Contribute to the continuous improvement log (lessons learned) and ensure compliance with JEG Group Quality Library QSPs.
  • Foster a productive, adaptive, motivated, and creative team environment.

Required Qualifications

  • A role-applicable degree from a reputed university.
  • Minimum of 5 years of work experience in a Quantity Surveyor role on construction projects.
  • RICS qualification is an advantage.
  • Experience in Data Centre Projects is an advantage.

Essential Skills and Competencies

  • Competence in measurement using tools such as Plan-swift and Cost-X.
  • Proficiency in issuing and closing Client-led and Sub-contractor variations.
  • Strong competence in Sub-Contractor Management.
  • Proficiency in PC applications, including the Microsoft Office suite or equivalent.
  • SAP experience is an advantage.

Work Environment and Professional Development

The Quantity Surveyor will primarily be based on the project site, with occasional site attendance coordinated as required. This position involves supervising, developing, and mentoring project staff, contributing to continuous improvement initiatives, and ensuring compliance with Quality System Procedures (QSPs) from the JEG Group Quality Library. The role also requires fostering a highly productive, adaptive, motivated, and creative team environment.
