Sr Electrical Engineer Substation

About the Role

Hill International, Inc. is seeking a Sr Electrical Engineer Substation to join their team in Dammam, Eastern region. This full-time role is responsible for leading the Project Management Consultancy (PMC) oversight and delivery of the Airport Substation and Medium Voltage Network Modernization Project. The position requires a professional with over 10 years of experience to ensure the successful execution of all project phases while maintaining uninterrupted airport operations.

Key Responsibilities

• Lead PMC activities for the EPC/LSTK contractor's execution of a new ******** airport substation and MV network modernization project.
• Manage project scope, schedule, cost, quality, safety, and stakeholder coordination.
• Review and approve project execution plans, design execution plans, procurement plans, and construction methodologies.
• Monitor project milestones, progress reporting, risk management, and contract compliance.
• Interface with Airport Operations, Engineering, IT, Cybersecurity, HSSE, SEC, Matarat, and external stakeholders.
• Chair weekly and monthly project review meetings.
• Ensure compliance with relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International.

Engineering and Technical Oversight

• Manage and review all detailed engineering submissions at 60%, 90%, and IFC stages, ensuring compliance with project objectives and standards such as SEC, Saudi Building Code, IEC, IEEE, and NFPA.
• Lead multidisciplinary engineering reviews covering electrical, civil & structural, mechanical & HVAC, fire protection, communications, SCADA/ADMS, and cybersecurity systems.
• Provide technical leadership for substations, * and * metal-clad switchgear, busbar systems, protection & control systems, auxiliary AC/DC systems, battery banks, station service transformers, power transformers (30/40MVA, 20/*****, oil-filled and dry-type distribution transformers, and distribution networks.
• Oversee LV systems, main distribution boards, automatic transfer schemes, emergency power systems, and UPS integration.
• Review and approve power system studies including ETAP, load flow, short circuit, arc flash, harmonic, relay coordination, motor starting, and grounding studies.

Construction and Commissioning Management

• Oversee site construction activities for substation buildings, transformers, RMUs, MV/LV cable installation, utility tunnel works, HDD crossings, duct banks, earthing systems, and fire protection systems.
• Ensure airport operations are maintained without disruption during construction, managing outage planning, switching programs, and energization activities.
• Witness Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT).
• Review commissioning procedures and energization plans, leading integrated testing of transformers, switchgear, protection relays, RMUs, SCADA systems, and communication networks.
• Coordinate with SEC and Airport Operations for energization approvals and ensure successful cutover to operational systems.

Risk and Stakeholder Coordination

• Maintain the project risk register and lead monthly risk workshops.
• Manage constructability reviews and interface management plans.
• Coordinate with key stakeholders including SEC, National Grid, Airport Operations, IT & Cybersecurity, Airside Operations, Utility Authorities, consultants, and contractors.

Qualifications and Experience

• A minimum of 10 years of experience in electrical engineering, specifically with substation and medium voltage network projects.
• Demonstrated ability to manage project performance, stakeholder coordination, and technical governance.
• Strong understanding of regulatory, operational, and safety requirements in critical infrastructure projects.
