About the Role

Hitachi Energy is seeking a dedicated HSE Advisor to join our team in Dammam, Eastern region. This full-time role is critical for ensuring the health, safety, and environmental performance of all personnel, including employees, contractors, and visitors, at our new HVDC factory. The HSE Advisor will be instrumental in maintaining effective HSE management systems, ensuring compliance with applicable laws and corporate requirements, and fostering a robust safety-first culture through proactive risk management and continuous improvement initiatives.

Key Responsibilities

  • Implement and maintain HSE management systems aligned with corporate standards and local regulatory requirements for factory operations.
  • Conduct comprehensive risk assessments and hazard identification activities, including Job Hazard Analyses (JHA), worksite surveys, and safety inspections.
  • Lead and support the implementation of Permit-to-Work (PTW) systems, safe work practices, and control measures for high-risk activities.
  • Drive incident prevention through the robust use of leading indicators such as observations, audits, safety rounds, and near-miss reporting.
  • Investigate incidents, accidents, and near misses, analyze root causes, and ensure the implementation and verification of corrective and preventive actions (CAPA).
  • Support emergency readiness by participating in planning, drills, and site response exercises.
  • Develop, deliver, and maintain HSE training programs for employees and contractors, ensuring competence for high-risk tasks and maintaining accurate training records.
  • Communicate HSE performance trends, KPIs, and improvement actions to relevant stakeholders.
  • Ensure contractor HSE requirements are implemented, including onboarding, assessments, and compliance with site safety rules.
  • Maintain accurate HSE records for inspections, audits, PTW, training, incidents, investigations, and CAPA follow-up.
  • Promote a proactive safety culture by encouraging hazard and near-miss reporting and recognizing safe behaviors.
  • Support Management of Change (MoC) activities where operational modifications affect HSE risk.

Environmental Management and Compliance

  • Ensure environmental compliance during factory operations, covering waste handling, hazardous materials management, emissions controls, and pollution prevention.
  • Identify environmental risks related to daily activities and implement effective mitigation measures.
  • Monitor contractor and internal activities to ensure adherence to environmental procedures, permits, and regulatory obligations.
  • Stay updated with relevant local and national regulations, codes, and standards affecting environmental performance.
  • Conduct internal audits and support external inspections and audits by authorities and certification bodies.

Qualifications and Experience

  • Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field, or equivalent practical experience.
  • Professional certifications such as NEBOSH (or equivalent) or other recognized occupational health and safety credentials.
  • Proven experience of 5 to 10 years as an HSE Advisor or Officer in industrial or factory environments, with a preference for operational phase experience.

Required Skills and Knowledge

  • In-depth knowledge of occupational safety regulations, risk assessment methods, and practical implementation of PTW, safe work standards, and incident investigation.
  • Strong understanding of environmental management principles relevant to industrial operations, including waste, hazardous materials, pollution prevention, and compliance requirements.
  • Strong communication and interpersonal skills to influence and engage workers, supervisors, and cross-functional stakeholders.
  • Proven ability to lead and drive safe behaviors and compliance through coaching, audits, and follow-up.
  • Strong problem-solving skills, decision-making ability under time pressure, and attention to detail.
  • Proficiency with HSE management tools/systems for recordkeeping, reporting, and audits, along with basic computer skills.
  • Ability to work independently and as part of a team in a fast-paced operational environment.
  • Fluency in English, both written and spoken.

Preferred Attributes

  • Experience working in multicultural or international industrial environments.
  • Familiarity with ISO 45001 / ISO 14001 or similar management systems.
  • Experience supporting contractor-heavy sites and managing contractor safety performance.
