About the Role

The Zakat, Tax and Customs Authority (ZATCA) is seeking a Data Management Lead Specialist to join their team in Riyadh, Saudi Arabia. This full-time role is for an experienced professional capable of conducting work with general direction, focusing on developing solutions to complex data management challenges and addressing issues escalated from junior levels.

Role Context and Scope

As a Data Management Lead Specialist, you will undertake complex operational activities vital to ZATCA's data integrity and compliance. This includes supporting the establishment of data management policies, developing and implementing awareness plans for data protection and automation, and managing new data management projects to ensure effective service delivery across ZATCA's functions.

Key Responsibilities

• Review and update ZATCA’s data guides based on National Data Management Office (NDMO) approved standards and policies.
• Conduct assessments to identify data management needs and challenges, defining requirements and improvement areas.
• Define data management policies, procedures, and guidelines aligned with strategic objectives.
• Develop and manage a data management plan to raise awareness on data protection, automation, and storage.
• Devise data management Key Performance Indicators (KPIs) for effective follow-up.
• Communicate data management policies and strategy to stakeholders, providing support for clear understanding.
• Develop and implement programs for managing metadata and information assets to ensure data integrity and quality.
• Define data owners and establish corresponding roles, responsibilities, and rules within data systems to facilitate traceability of data breaches.
• Monitor the implementation of data management plans, identify issues, and ensure timely resolution.
• Identify improvement areas and develop new data management projects to optimize data use within established policies.
• Execute data management projects according to timelines and management direction, ensuring proper service delivery.
• Follow up on improvement action plans to minimize new data-related issues.
• Develop reports for stakeholders detailing ZATCA’s compliance with data standards and policies.
• Adhere to all relevant policies, processes, and standard operating procedures.
• Provide support and help resolve escalated problems for junior team members.
• Escalate complex problems to ensure proper resolution.
• Train junior staff on job activities to facilitate knowledge transfer, where applicable.
• Provide clear direction, prioritize tasks, assign responsibilities, and monitor the workflow of junior staff.

Qualifications and Experience

• A minimum of 5 to 10 years of relevant professional experience.
• Demonstrated ability to conduct work with general directions and resolve complex issues.
