HSE Manager Data Centre

About the Role

Jacobs (KSA) is seeking an experienced HSE Manager - Data Centre to lead Health, Safety, and Environmental (HSE) activities for hyperscale data center and mission-critical infrastructure projects across the Middle East. This full-time position is based in Riyadh, All SA Regions, and involves overseeing construction supervision to ensure compliance with Jacobs' standards, client requirements, local regulations, and international best practices. The role focuses on strategic leadership to achieve zero incidents and ensure safe project delivery.

Key Responsibilities

• Lead the implementation and management of project-wide HSE Management Systems, including developing and maintaining project-specific HSE plans, procedures, and emergency response plans.
• Serve as the primary HSE advisor to the Project Director, Resident Engineer, Client, and Project Management Team, establishing and reporting HSE Key Performance Indicators (KPIs).
• Monitor contractor and subcontractor compliance with approved HSE plans, method statements, risk assessments, and permit-to-work systems through regular site inspections, audits, and safety observations.
• Provide HSE leadership during the construction, testing, commissioning, and handover of hyperscale data center facilities, including critical infrastructure systems.
• Lead hazard identification, risk assessments, HAZID workshops, and Job Hazard Analysis (JHA) reviews, and investigate incidents, near misses, and environmental events.
• Ensure compliance with project environmental management plans, local environmental regulations, and support client sustainability objectives.
• Develop and implement HSE training programs, site inductions, toolbox talks, and awareness campaigns.
• Liaise with clients, contractors, consultants, authorities, and regulatory agencies on all HSE matters, preparing and presenting HSE reports and performance updates.

Construction Safety Oversight

The HSE Manager will verify the implementation of safe work practices across all construction activities, with a focus on high-risk operations. This includes monitoring excavation, lifting operations, temporary works, concrete works, structural steel erection, confined space entry, work at height, electrical installations, hot works, and heavy equipment operations. The role also involves reviewing contractor safety performance and implementing corrective actions as needed.

Data Center and Mission-Critical Safety

This position requires specific expertise in monitoring safety compliance during the installation and testing of critical infrastructure systems within data centers. This includes high-voltage and medium-voltage electrical systems, substations, transformers, UPS systems, battery storage systems, diesel generators, cooling plants, fuel systems, fire protection systems, and ICT infrastructure. The role supports energization management, lockout/tagout procedures, isolation controls, and commissioning safety protocols, ensuring safe execution of Integrated Systems Testing (IST) and operational readiness activities.

Qualifications and Requirements

• A minimum of 15 years of experience in Health, Safety, and Environmental management.
• Demonstrated experience in leading HSE activities for construction supervision of hyperscale data centers and mission-critical infrastructure projects.
• Proficiency in developing, implementing, and maintaining project-specific HSE management systems.
• Strong understanding of Jacobs' standards, client requirements, local regulations, and international best practices.
• Experience with ISO 45001 and ISO 14001 compliance.

This is a full-time role based in Riyadh, Saudi Arabia, covering projects across All SA Regions. The successful candidate will work within a dynamic project environment, collaborating with project teams, contractors, and various stakeholders to promote a proactive safety culture.
