About the Role

Parsons Corporation is seeking a highly experienced Health, Safety & Environment (HS&E) Manager to lead HS&E efforts for a major rail infrastructure project in Riyadh, Saudi Arabia. This full-time leadership position reports directly to the Project Director and is critical for ensuring HS&E excellence across all project stages. The role requires a strategic yet hands-on approach, with the ability to influence a complex matrix organization and build strong relationships with senior management, project teams, contractors, and the client.

Role Context and Objectives

The HS&E Manager will drive the implementation of a robust and proactive HS&E management strategy, championing a culture of continuous improvement and a Zero Harm philosophy. This position involves leading the HS&E function, managing a team of HS&E professionals, and ensuring compliance with regulatory standards and project requirements for one of the region's significant rail projects.

Key Responsibilities

• Support the Leadership Team, including the Project Manager, Deputy Project Manager, and Package Managers, in driving and implementing project HS&E initiatives.
• Implement and monitor initiatives to enhance the efficiency and effectiveness of HS&E services and delivery.
• Plan and coordinate continuous improvement HS&E actions across all project phases through workshops and lessons learned reviews.
• Manage a team of HS&E professionals.
• Oversee and review the HS&E requirements of design-build (DB) contractors, including contract compliance, RAMS, and permits to work.
• Audit, monitor, and report on project and DB contractor HS&E performance.
• Review, implement, and maintain HS&E management systems in line with regulatory standards.
• Ensure the project team adheres to relevant legislation, engineering, and construction codes and standards.
• Lead the development and updating of HS&E policies, plans, and procedures to comply with joint venture standards and legal requirements.
• Develop and implement Emergency Preparedness Plans (EPPs), Emergency Operating Procedures (EOPs), and Standard Operating Procedures (SOPs).
• Identify hazards, assess safety risks, and develop strategies to ensure product, system, and application safety and reliability.
• Prepare HS&E documents and processes, such as Risk Assessments and Safe Systems of Work.
• Investigate and ensure actions are taken to eliminate the cause of potential non-conformities.
• Report all cases of non-conformity and identify root causes to prevent recurrence.
• Lead investigation teams for serious incident and accident reports.
• Prepare and submit reports, and follow up on preventative and corrective actions.

Qualifications and Experience

• A proven track record of delivering HS&E excellence on large-scale, multi-million-dollar civil engineering or infrastructure projects.
• Over 10 years of experience in Health, Safety & Environment management, with specific experience in metro/rail projects.
• Demonstrated ability to lead and influence within a complex matrix organization.
• Strong understanding of HS&E regulations, engineering, and construction codes and standards.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia, focusing on a major rail infrastructure project. The role requires active engagement with project teams, contractors, and clients in a dynamic environment.
