About the Role

Pearl Recruitment is seeking a highly skilled and experienced Manager of Studies and Procurement to join their team in Riyadh. This full-time role involves overseeing all aspects of studies and procurement operations for various projects and tenders. The Manager will be responsible for strategic planning, team leadership, cost analysis, and ensuring strict compliance with project requirements and stakeholder expectations.

Key Responsibilities

• Manage studies and procurement operations for projects and tenders, ensuring alignment with partner and stakeholder requirements.
• Prepare and implement a work plan for the studies and procurement department, including objectives, performance indicators, and monitoring mechanisms.
• Develop departmental work mechanisms and procedures, clearly defining tasks and responsibilities for each team position.
• Review tender documents, plans, specifications, and quantity tables, conducting a thorough scope of work analysis before initiating the pricing process.
• Conduct immediate site visits upon tender announcements or pricing requests to understand work nature and site requirements, documenting observations within specified timelines.
• Prepare and review technical and financial price offers for accuracy and completeness prior to submission for approval.
• Coordinate with project management, procurement, finance, and senior management to gather essential pricing information.
• Review and compare supplier and subcontractor offers, selecting the most suitable based on technical and financial criteria and project needs.
• Ensure all submitted offers comply with work requirements, technical specifications, and contractual conditions.
• Organize and maintain tender and offer files, correspondence, and related documents for efficient access.

Strategic Analysis and Process Improvement

• Analyze costs of materials, labor, equipment, and subcontractors to prepare accurate financial estimates.
• Study potential risks in tenders and projects, clarifying their impact on cost, duration, and contractual obligations.
• Review past project documents, analyze reasons for non-award, and recommend improvements for future project success.
• Monitor official platforms for tender announcements and continuously track suitable opportunities for the company.
• Qualify the company with governmental, semi-governmental, and private entities, and ensure required qualification and accreditation files are updated.
• Monitor market price updates for materials and services, developing a comprehensive database for costs, prices, suppliers, and contractors.
• Develop and improve pricing mechanisms and procedures to enhance the quality of outputs and increase project winning chances.
• Integrate artificial intelligence tools and modern technologies to improve the speed and accuracy of studies and pricing.
• Automate departmental work processes, developing models, databases, and reports to facilitate tender and offer tracking and decision-making.

Team Leadership and Development

• Lead the procurement and studies team, distributing tasks and monitoring work completion within specified deadlines.
• Train and enhance the efficiency of the work team, developing their technical and managerial skills in line with departmental needs.
• Support management in negotiations with clients or suppliers as needed, providing technical and financial recommendations.
• Prepare periodic reports for senior management on tender and offer status, achievement ratios, and available opportunities.

Qualifications

• Bachelor's degree or higher diploma.
• A minimum of 5 years of relevant experience, with a preference for candidates having up to 10 years.
