About the Role
Sutherland is seeking a Network Operations Center Engineer to join our team in Riyadh. This full-time role is critical for ensuring the stability of satellite connectivity across signaling, routing, SIM provisioning, OSS integrations, and core network interactions. The NOC Engineer will be responsible for 24/7 operational continuity and rapid incident response, reporting to the Service Assurance Manager. This position requires 2-5 years of relevant experience.
Key Responsibilities
- Monitor signaling pathways, routing behavior, SIM flows, OSS hooks, and cross-core interactions impacting satellite service.
- Detect, acknowledge, and triage alarms from monitoring platforms, ensuring rapid response and detailed logging, and escalating anomalies based on severity and impact.
- Validate routing tables, signaling transactions, and core network behavior during faults or degradation events.
- Diagnose issues across gateway, core, OSS, and cross-domain integrations affecting service connectivity, performing detailed event analysis and supporting root cause investigations.
- Serve as the operational interface with partner NOCs for incident handling, alarm correlation, and workflow alignment.
- Coordinate multi-party triage calls, share logs and findings, and ensure timely tracking and closure of partner-linked issues.
- Ensure signaling and routing flows remain compliant across commercial and beta grade service classes.
- Perform periodic checks on SIM provisioning paths, authentication flows, and connectivity stability.
- Contribute to playbooks, SOPs, and troubleshooting guides for core/gateway/OSS interactions.
- Support readiness for new services, partner integrations, and routing changes by conducting pre-launch validation tests.
- Maintain accurate logs, incident records, and ticket updates, providing shift handover summaries and incident reports.
Required Qualifications
- Education: Bachelor’s degree in Telecommunications, Computer Science, Electronics, or a related technical field. Certifications in networking (CCNA, CCNP, JNCIA, JNCIS) or telecom operations are advantageous.
- Experience: 2–5 years in NOC operations, telecom monitoring, satellite operations, or core network support. This includes experience working with signaling flows, routing tables, authentication paths, or mobile core elements, and hands-on exposure to multi-vendor NOC operations, incident workflows, and partner escalations.
Technical Expertise and Professional Skills
- Technical Expertise: Strong understanding of signaling (*, Diameter, SIP, NAS), routing fundamentals, and core network behavior. Knowledge of telecom connectivity flows (SIM activation, attach procedures, mobility, authentication). Experience analyzing logs, traces, routing tables, and event correlations across network elements. Familiarity with OSS/NMS tools, alarms, KPIs, dashboards, and monitoring platforms. Basic understanding of satellite network components, gateways, or hybrid RAN core flows is a plus. Hands-on experience with Linux, basic scripting (Python/Bash), and troubleshooting tools.
- Professional Skills: Strong analytical skills and ability to diagnose issues under time pressure. Excellent communication for coordination with internal teams and partner NOCs. High attention to detail with disciplined documentation and tracking. Adaptability to shift-based schedules and fast-paced incident environments. Team-oriented mindset with strong ownership of incident resolution and service quality.
Technology Proficiency
- NOC and OSS/NMS Tools: Zabbix, Grafana, Prometheus, Datadog, SolarWinds, or similar.
- Logging and Packet Analysis: Elastic, Splunk, Kibana, Wireshark.
- Ticketing/ITSM Tools: ServiceNow, Jira, Remedy.
- Scripting: Python, Bash.
- General: Strong working knowledge of Excel, dashboards, and documentation tools.
Work Environment and Deliverables
- Work Environment: Ability to work in a shift-based NOC environment, including nights or weekends based on rotation. Requires attentiveness during extended monitoring sessions and incident bridges. Occasional travel for training, partner coordination, or operational readiness activities may be required.
- Key Deliverables: Real-time monitoring logs, incident tickets, and alarm responses. Routing validation reports, signaling analysis outputs, and incident triage documentation. Shift handover summaries and partner coordination records. RCA inputs and recurring issue tracking reports. Updated SOPs, playbooks, troubleshooting guides, and operational runbooks. Service quality dashboards and periodic operational health summaries.
