About the Role

AtkinsRéalis is seeking a QAQC Manager to join its Transportation Project Delivery team in Riyadh, Saudi Arabia. This full-time role involves leading the Quality Assurance and Quality Control function for a multi-disciplinary transportation project, ensuring project delivery excellence across all stages.

Project Scope and Leadership

The QAQC Manager will lead the functional group throughout the project lifecycle, encompassing preliminary works, design, engineering, construction, testing & commissioning, and hand over. This position requires collaboration with other functional leads within the organization and close coordination with the Design & Build Contractor, with a focus on delivery and a strong emphasis on safety.

Key Responsibilities

• Act as the Quality Management Representative for PMCM site operations.
• Manage construction supervision teams, including Resident Engineers, Discipline Engineers, Inspectors, and support staff, in coordination with the Head of Construction.
• Lead the implementation and maintenance of the Integrated Management System (IMS) for the Project.
• Ensure full compliance with processes, procedures, regulations, specifications, employer's requirements, and relevant authority standards.
• Oversee proper documentation and record management practices, ensuring complete traceability of PMCM activities.
• Supervise QA/QC activities across project assets and disciplines, including earthworks, subgrade, and embankments.
• Verify that Inspection & Test Plans (ITPs), Method Statements, and Work Procedures are approved and effectively implemented.
• Monitor material approvals, laboratory testing, and site inspections in line with authority and project requirements.
• Plan and conduct internal audits, vendor audits, and support external, client, or authority audits.
• Lead non-conformance management, root cause analysis (RCA), and corrective/preventive action implementation.
• Track and report quality KPIs, trends, lessons learned, and continuous improvement initiatives.
• Collaborate closely with Project Managers, Construction Managers, Engineers, Contractors, and Site Teams.
• Serve as the primary point of contact for quality matters with Clients, consultants, Contractors, suppliers, Authorities, and regulatory bodies.
• Provide quality consultancy and advisory services to other functional teams, consultants, and the client.
• Deliver quality training and mentoring to project and site teams on quality standards, construction best practices, and quality tools.
• Monitor project progress and identify potential risks, delays, and issues.
• Promote a proactive quality, collaboration, teamwork, and continuous improvement culture across project teams and contractors.
• Prepare and present periodic project performance reports to senior management and clients.
• Participate in project review meetings and executive-level presentations.
• Build and maintain strong relationships with clients, contractors, authorities, and other stakeholders.
• Identify opportunities for operational efficiencies and cost optimization.
• Escalate critical issues and provide strategic recommendations.
• Ensure compliance with organizational governance and reporting requirements.

Qualifications and Experience

• Over 10 years of experience in QA/QC management, with a strong background in site operations and consultancy services.
• Proven experience in leading quality assurance initiatives across multidisciplinary projects.
• Strong consultancy and client-facing background, preferably within engineering consultancy environments.

Candidate Profile

• Ability to work effectively in a fast-paced office environment, combining construction supervision and administrative tasks.
• Openness to adapt to flexible working hour arrangements.
• Experience working in the Kingdom of Saudi Arabia (KSA) or the wider Middle East region is preferred.
