Senior Manager Performance Improvement & Value Creation

About the Role

Qiddiya Investment Company (شركة قدية الاستثمارية) is seeking a Senior Manager - Performance Improvement & Value Creation to join their team in Riyadh, Riyadh Province. This full-time role focuses on driving operational performance, efficiency, and value creation across City Operations. The Senior Manager will identify revenue opportunities, improve productivity, support performance management, and provide strategic inputs for annual and multi-year planning.

Key Responsibilities

• Identify, assess, and prioritize revenue opportunities across City Operations, including areas such as Operations & Maintenance, Fire & Life Safety, Medical Operations, Command & Control, Health, Safety & Environment, Technology, and Events Operations.
• Develop business cases with the Finance department to evaluate commercial opportunities, cost-recovery mechanisms, pricing options, and operational sustainability.
• Partner with operational functions and corporate teams to shape opportunities, validate assumptions, define ownership, and support implementation.
• Benchmark commercial and operating practices against relevant city, infrastructure, utility, real estate, transport, and public-sector operators.
• Identify efficiency opportunities through process optimization, service redesign, productivity improvement, demand and capacity analysis, automation, sourcing, and effective use of assets and technology.
• Conduct structured diagnostic and root-cause analysis to understand gaps in cost, quality, productivity, and service performance.
• Build an integrated pipeline of improvement initiatives, including quantified benefits, delivery milestones, accountable owners, dependencies, and risks.
• Coordinate benefit tracking with relevant functions to ensure approved savings and improvements are implemented, measured, and sustained.

Performance Management and Planning Support

• Coordinate with the Performance Management function to define and refine KPIs, targets, service levels, and performance measures for City Operations.
• Support the analysis of performance trends and variances, identify root causes of underperformance, and recommend targeted corrective actions.
• Support executive performance reviews by translating operational data into clear insights, decisions, and actions.
• Follow up on agreed corrective actions and assess their operational and financial results.
• Coordinate with the Operational Planning function to provide analytical inputs to annual and multi-year planning cycles.
• Provide evidence-based inputs for workforce planning, budgets, contracts, operational priorities, and strategic initiatives.
• Support the development of improvement roadmaps aligned with City Operations priorities and Qiddiya-wide objectives.

Stakeholder Engagement and Governance

• Build trusted working relationships across City Operations and relevant enabling functions, facilitating fact-based and constructive challenge.
• Prepare concise executive materials that clearly articulate opportunities, evidence, financial impact, implementation requirements, risks, and required decisions.
• Establish appropriate governance for value-creation and efficiency initiatives, including a consistent approach to prioritization, approvals, tracking, and reporting.
• Promote a culture of accountability, continuous improvement, commercial awareness, and data-led decision-making.

Qualifications and Experience

Candidates for this role should possess between 5 to 10 years of relevant experience. The position requires an individual who can act as an internal advisor, translating operational data and business insights into practical initiatives with measurable financial and operational outcomes.
