About the Role

AREEB is seeking a Tendering Manager to join our team in Riyadh. This full-time role is crucial for securing winning bids and increasing company revenues by coordinating and managing the entire process of producing competitive technical and financial proposals. The Tendering Manager ensures proposals comply with client requirements and supports the delivery of the company’s operational and business plans.

Key Responsibilities

Review Instruction to Tender (ITT) documentation to identify and resolve any conflicts or deviations within project requirements.
Assign project tasks to departmental teams, ensuring accurate delegation of responsibilities for project qualification.
Establish and communicate short-term plans with teams to clarify project needs and priorities for timely preparation and submission of pre-award documents, and confirm all subordinates have reviewed tender documents.
Follow up on pre-tender clarifications with clients regarding tender document interpretation to ensure final submissions align with client frameworks.
Supervise the cost estimation process, track progress, and provide guidance on supplier and subcontractor selection as needed.
Liaise with relevant departments, particularly Planning & Cost Control, to discuss required resources, project timelines, and cash flow to ensure timely submissions.
Review final project cost estimations and secure necessary approvals from the Chief Executive Officer (CEO) and Chief Operating Officer (COO).
Attend important pre-tender client meetings.
Oversee the company’s responses to Request for Proposals (RFPs) by revising technical and financial proposals before client presentation to ensure quality.
Provide the baseline for setting the final budget for awarded projects.
Ensure a proper hand-over of contract documents to relevant departments, primarily Operations, to communicate all project information clearly.
Report Tender department activities to top management through periodical progress reports on project cost estimation status.
Maintain regular contact with potential clients for effective pre- and/or post-tender negotiations.

Qualifications and Experience

10+ years of relevant experience.
Experience working on projects involving Cost Estimation, Resources Management, Scheduling, and Planning.
Experience in multinational companies and/or joint international projects is an advantage.
