About Pioneer Hire Company

Pioneer Hire Company is a growing fintech and investment platform in Saudi Arabia. As the business and its regulatory framework evolve, the Compliance function is essential for ensuring adherence to applicable regulations, maintaining effective compliance controls, managing regulatory risks, and supporting operations in line with CMA standards.

The Role of Compliance Manager

Pioneer Hire Company is seeking a Compliance Manager to lead and oversee its compliance framework. This full-time position, based in Riyadh, Saudi Arabia, is critical for ensuring that all company activities, policies, and processes comply with relevant regulatory requirements, particularly those issued by the Capital Market Authority (CMA). The Compliance Manager will monitor regulatory compliance, identify and mitigate risks, provide regulatory guidance, and maintain communication with the CMA and other stakeholders.

Key Responsibilities

  • Develop, implement, and oversee the company’s compliance framework to align with CMA regulations.
  • Monitor regulatory developments and assess their impact on company activities, policies, and procedures.
  • Maintain effective communication with the CMA and support regulatory engagements and inquiries.
  • Provide compliance advice to management and business functions on regulatory matters.
  • Review and monitor agreements with fund managers to ensure compliance with legal and regulatory requirements.
  • Oversee fund managers’ activities and investment opportunity distribution from a compliance perspective.
  • Ensure appropriate compliance controls are maintained throughout investment and fund distribution processes.
  • Identify, assess, monitor, and mitigate compliance risks.
  • Conduct regular compliance reviews and assessments of policies, procedures, and internal controls.
  • Recommend and implement corrective actions for identified compliance gaps or regulatory risks.
  • Oversee compliance monitoring activities and ensure effective implementation of AML, KYC, and related requirements.
  • Monitor compliance with internal policies and regulatory requirements, escalating material breaches.
  • Support the investigation, documentation, and resolution of compliance breaches and regulatory incidents.
  • Provide compliance guidance and advisory support to management and employees.
  • Conduct regular compliance awareness and training sessions for employees.
  • Prepare, review, and submit regulatory filings, reports, and compliance documentation to the CMA.
  • Maintain accurate and up-to-date compliance records, registers, policies, and regulatory documentation.

Qualifications and Experience

  • 5-10 years of experience in a compliance role, preferably within the fintech or investment sector.
  • Demonstrated understanding of Capital Market Authority (CMA) regulations and requirements.
  • Proven ability to develop, implement, and oversee compliance frameworks.
  • Experience in risk management and internal controls within a regulated environment.
  • Strong knowledge of AML and KYC requirements.

Work Environment

This is a full-time, on-site position located in Riyadh, Riyadh, Saudi Arabia. The role requires active engagement within the company's operational environment to ensure comprehensive compliance oversight.
