Construction Manager

About the Role

Bechtel Corporation is seeking a Construction Manager to join their team in Riyadh, Saudi Arabia. This full-time role involves providing oversight and direction to construction engineers and field personnel on site, ensuring the protection and promotion of company interests and values. The Construction Manager will report to the Senior Construction Manager and will be instrumental in the successful execution of large and complex civils and infrastructure projects.

Project Context: Expo 2030 Riyadh

This role supports the Expo 2030 Riyadh project, a global platform for collaboration under the theme “Foresight for Tomorrow,” promoting sustainable development and innovation. The event, scheduled from October 2030 to March 2031, anticipates over 40 million visits. Bechtel will manage the infrastructure program for the 6 km2 Masterplan, which includes early works, utilities, and public spaces. The project will transition into a mixed-use legacy development after the event, leveraging international sustainability standards for urban afforestation, treated water, and energy sources.

Key Responsibilities

• Provide construction oversight and ensure compliance of all contractor work activities with project safety, quality plans, schedules, and budgets.
• Lead ES&H implementation activities on site, conduct joint safety inspections with contractor senior staff, and ensure compliance with regulatory safety codes.
• Support the Management Team and Customer in developing contracting strategies, including bid evaluation and negotiations.
• Assist the Senior Construction Manager in managing client-awarded contracts and ensuring contractors meet contractual obligations.
• Coordinate inputs from various project entities to maintain continuous construction work front availability.
• Implement project quality management plans, ensuring contractor compliance with quality requirements and execution according to IFC drawings, standards, and specifications.
• Keep the Delivery Director and Package Manager informed of any changes in contractor activity or cost outside the project scope.
• Review construction projects and contractor submittals with the Package Manager and oversee on-site works.
• Review contractor method statements and risk assessments, prepare weekly progress reports, and drive the project to meet deadlines.
• Direct field staff, fostering their development through performance evaluations and varied assignments.
• Ensure all required permits and licenses are in place before work commences.
• Facilitate and manage interfaces with other PMCs, government agencies, clients, internal functions, contractors, and stakeholders.
• Mentor, motivate, and manage the team and contractors, acting as a role model for behaviors and values.
• Ensure systematic and complete closure of construction activities.

Qualifications and Experience

• A recognized degree in an engineering or scientific discipline, and/or specialized courses in construction management.
• Minimum of 17-20 years of experience in construction projects, with a proven track record in large-scale, fast-paced projects.
• Experience in Saudi Arabia, the Middle East, or GCC region is required.

Work Environment

Construction activities for this project operate on a 24/7 basis, requiring flexibility to work night shifts and weekends as needed.
