About the Role

Qiddiya Investment Company is seeking a Director - Rail Systems for the Q-Express project, a new rail service connecting Qiddiya to Riyadh and the international airport. This senior leadership position is based in Riyadh and requires a full-time commitment from candidates with over 10 years of experience. The role is integral to shaping Qiddiya's transportation infrastructure, a key component of Saudi Arabia's future capital of entertainment, sports, and culture.

Role Overview and Responsibilities

The Director of Rail Systems will lead the design, integration, construction, and operations of the rail systems for the Q-Express project. This involves ensuring that stations meet stringent safety, quality, operational, and aesthetic standards, while aligning with the overall project vision. The role requires close collaboration with external consultants, operational teams, and local authorities to deliver an exceptional environment that meets technical, financial, and strategic objectives. Key responsibilities include managing the tender process, overseeing design management with contractors and consultants, and ensuring technical approval and compliance with all relevant codes and regulations.

Project Planning and Construction Oversight

This position is responsible for the planning and execution of rail systems design and construction. This includes conducting site assessments, coordinating schedules, and managing delivery timelines to ensure adherence to Employer’s Requirements and interface agreements, particularly with civil engineering elements. The Director will oversee the full construction lifecycle of the rail systems, enforcing Health, Safety, Security, and Environmental (HSSE) standards to guarantee high-quality design and construction outputs.

Stakeholder Coordination and Final Delivery

A critical aspect of this role involves supporting contractor liaisons with appropriate stakeholders to secure necessary approvals for operations. The Director will conduct final inspections to ensure the rail systems are fully ready for operational handover. This includes ensuring seamless integration of systems during the design, construction, and operation phases.

Qualifications and Experience

Candidates should possess a Bachelor's degree in Railway Systems Engineering, Systems Engineering, Electrical Engineering, Mechanical Engineering, or a related field; a Master's degree is highly desirable. A minimum of 12-15 years of experience in the design, tendering, and construction of Rail Systems, with a strong focus on high-speed signaling systems, is required. Demonstrated experience in leading multidisciplinary teams, managing complex projects from inception to completion, and experience with RAMS (Reliability, Availability, Maintainability, Safety) are essential. A deep understanding of industry trends, technological advancements, and operator preferences in signaling, telecoms, security, and cyber security within Rail Systems Engineering is expected. Proven track record in Systems Integration and interface management is also a key requirement.

Strong organizational skills with meticulous attention to detail are necessary to ensure rail system requirements align with functional objectives. Excellent communication and presentation skills are required to articulate complex ideas to diverse audiences.
