About the Role

The اللجنة الوطنية لرعاية السجناء والمفرج عنهم وأسرهم is seeking a Governance and Corporate Development Manager to join the General Administration for Planning and Institutional Excellence. This full-time position is based in Riyadh, Saudi Arabia, and requires 5-10 years of relevant experience. The role is central to enhancing the institutional maturity, effectiveness, and readiness of the reform and rehabilitation ecosystem.

Role Purpose and Context

The Governance and Corporate Development Manager will be responsible for designing and updating governance frameworks, ensuring alignment of roles and responsibilities, and monitoring performance. The role drives continuous improvement initiatives aimed at enhancing operational efficiency and service quality, in adherence to regulatory mandates and stakeholder expectations within the reform and rehabilitation ecosystem.

Key Responsibilities

• Develop, update, and maintain institutional governance frameworks and models for the reform and rehabilitation ecosystem, including defining roles, responsibilities, inter-entity relations, decision-making mechanisms, and joint accountability in coordination with relevant stakeholders.
• Design and implement methodologies and models to measure the institutional maturity and readiness of the ecosystem (including governance, institutional capabilities, integration, and joint workflow effectiveness), analyze assessment results, and set development and improvement priorities.
• Coordinate with relevant entities to update and develop reference frameworks, standards, and best practices that enhance governance quality, institutional integration, and ecosystem effectiveness, while supporting their adoption and activation according to approved frameworks.
• Develop indicators and methodologies to measure the adoption, activation, and compliance with approved frameworks, standards, agreements, and joint workflows, and monitor gaps and challenges to propose appropriate solutions.
• Study and develop mechanisms for institutional alignment, integration, and joint work among related entities (including joint work models, committees, operational mechanisms, escalation pathways, and follow-up) to enhance effectiveness and prevent duplication of roles and responsibilities.
• Develop frameworks to monitor and analyze institutional and strategic risks across the ecosystem—including risks of integration weaknesses, service continuity disruptions, capability gaps, and compliance issues—and propose proactive measures and treatments.
• Identify capability and enabler gaps affecting ecosystem effectiveness, propose initiatives to elevate maturity and readiness levels, and coordinate with stakeholders for implementation and progress tracking.
• Monitor the implementation of initiatives and joint improvement plans related to ecosystem governance and maturity, track progress, identify challenges, and escalate critical issues requiring decisions from competent authorities.
• Prepare regular reports and assessments on maturity levels, governance compliance, alignment, integration, and risk levels, and submit data-driven recommendations to decision-makers to prioritize development.
• Continuously update methodologies, manuals, models, and indicators related to ecosystem governance, maturity, and joint work, and promote their utilization through stakeholder collaboration.
• Leverage evaluation results, performance data, and changes in the regulatory and developmental context to identify opportunities for optimizing ecosystem governance, operational mechanisms, and standards, proposing necessary updates in coordination with relevant entities.

Experience and Qualifications

• A minimum of 5 to 10 years of experience in a relevant field.
• Demonstrated experience in developing and implementing governance frameworks.
• Proven ability to manage corporate development initiatives and drive institutional excellence.
