About the Role

Al-Futtaim is seeking an HSE Engineer for its MEP Engineering & Technologies division in Riyadh. This full-time role is designed for professionals with 0-1 years of experience, focusing on the implementation and monitoring of the Health, Safety, and Environmental Management System (HSEMS) across construction project sites. The HSE Engineer plays a critical role in ensuring compliance with safety protocols, conducting inspections, and fostering a proactive safety culture.

Site Health, Safety, and Environmental Management

The primary responsibilities involve direct engagement at project sites to uphold safety standards. Key duties include:

  • Stationing on site and reporting HSE matters to the Sr. HSE Officer.
  • Monitoring compliance of project personnel and subcontractors with approved safety plans, procedures, method statements, and risk assessments.
  • Immediately reporting non-conformances, corrective actions, or safety violations to the Project Engineer and the HSE department.
  • Liaising with the Project Manager to assist with toolbox talk topics and materials.
  • Chairing internal site safety meetings, including subcontractors’ HSE representatives, and distributing minutes.
  • Expediting the closure of non-conformances or corrective actions identified through inspections or audits.
  • Conducting daily safety inspections to monitor work against documented safe systems or Permit to Work.
  • Investigating all accidents and near-miss incidents, submitting detailed reports to the HSE office within 48 hours.

Reporting and Stakeholder Coordination

This role requires diligent reporting and effective coordination with various stakeholders to maintain robust safety oversight:

  • Reporting day-to-day inspections and tours to the Project Manager and Sr. HSE Officer.
  • Tracking actions from meeting minutes and reporting overdue HSE actions to the Sr. Project Manager and Sr. HSE Officer.
  • Preparing and distributing daily safety inspection reports to the Project Manager and Sr. HSE Officer.
  • Reporting all accidents, near-miss incidents, and dangerous occurrences immediately via phone, followed by a preliminary handwritten report.
  • Reviewing and generating reports from subcontractors’ weekly safety reports, scaffolding inspection reports, and test certificates for lifting and complex machinery.
  • Coordinating with the Project Manager and team during emergency situations.
  • Providing on-job training materials and promoting a proactive approach to implementing QHSE and asset management procedures.

Safety System Implementation and Awareness

The HSE Engineer is responsible for driving continuous improvement and awareness in health, safety, and environmental practices:

  • Attending Project HSE Coordination meetings and raising safety issues.
  • Participating in weekly safety toolbox talk meetings to create awareness of incidents, accidents, and specific hazards.
  • Determining, implementing, and continuously monitoring QHSE and asset management system aspects.
  • Reporting all QHSE and asset management incidents immediately and taking necessary precautions to prevent recurrence.
  • Reporting to higher management on the performance of management systems and providing recommendations for improvement.
  • Conducting quarterly HSE action plan analysis and departmental objectives review.

Qualifications and Experience

Candidates for this role should possess the following qualifications:

  • Level 3 or equivalent certification in Occupational Health & Safety, or NEBOSH-IGC.
  • 0-1 years of relevant experience.
