About the Role

Buro Happold Engineering is seeking a Local Content Manager to join its team in Riyadh, KSA. This full-time role involves shaping the local content strategy within Saudi Arabia and driving compliant, competitive growth across complex projects. Key Responsibilities

As Local Content Manager, you will lead compliance, performance, and continuous improvement activities related to Saudi Local Content, covering both entity-level requirements and Saudi-related projects globally. You will collaborate with Partners, Project Directors, Finance, Legal, Commercial, Procurement, and Operations teams to enhance bid competitiveness, maintain compliance, and support sustainable growth. Specific duties include:

  • Lead the annual Local Content certification and audit process for the entity.
  • Monitor compliance with applicable Saudi Local Content regulations and requirements.
  • Maintain policies, controls, and reporting processes to support ongoing compliance and audit readiness.
  • Track regulatory developments and assess their impact on the operating model, projects, and growth strategy.
  • Prepare Local Content reporting, risk assessments, and performance updates for leadership and governance forums.
  • Act as the Local Content subject matter expert for Saudi-related opportunities globally.
  • Support bid teams in assessing Local Content requirements, contractual obligations, and associated risks.
  • Calculate and validate project-specific Local Content targets in line with LCGPA methodologies.
  • Develop Local Content simulations and scenario modelling to support bid strategies, delivery approaches, and contracting decisions.
  • Work with Partners, Project Directors, and Commercial teams to embed Local Content requirements into project execution plans.
  • Support the preparation of Local Content certificates, bid submissions, and client reporting.
  • Help project teams establish achievable and compliant Local Content targets.
  • Monitor project performance against committed Local Content targets throughout the project lifecycle.
  • Analyse actual costs, forecasts, and EAC data to identify performance trends and emerging risks.
  • Work with project teams to develop mitigation plans where commitments are at risk.
  • Support project-level audits, reporting obligations, and compliance reviews, escalating material risks through appropriate governance channels.
  • Partner with Finance, Legal, Commercial, Procurement, and Operations teams to improve Local Content performance across the business.
  • Develop practical guidance, tools, templates, and dashboards, and deliver training and awareness sessions across the business.
  • Promote a proactive culture of compliance, accountability, and continuous improvement.

Required Qualifications and Skills

Candidates should possess strong commercial judgment, analytical capability, and an excellent understanding of Local Content requirements within Saudi Arabia or similar localisation frameworks. Specific requirements include:

  • Degree in Finance, Business, Economics, Engineering, or a related discipline.
  • Experience working with Saudi Local Content, IKTVA, ICV, or similar localisation frameworks.
  • Strong financial, commercial, and analytical skills.
  • Advanced Excel skills, including calculation models, forecasting, and scenario analysis.
  • Experience analysing project financial data, budgets, forecasts, and performance metrics.
  • Ability to interpret regulatory requirements and translate them into practical business solutions.
  • Strong stakeholder management and communication skills.

Preferred Experience

  • Experience in project-based, engineering, infrastructure, construction, or professional services environments.
  • Experience supporting audits, certifications, and regulatory compliance processes.
