About Parsons and the Role

Parsons Corporation is seeking a Network Engineer (IP) to join their team in Riyadh, Saudi Arabia. This full-time role involves monitoring and measuring the activity and performance of commercial telecom/IP networks. The successful candidate will collect, interpret, and report network and individual customer performance data to generate statistics for billing purposes. This position typically requires 8 or more years of related professional experience.

Key Responsibilities

  • Design, configure, and maintain Qiddiya’s IP network infrastructure, including LAN, WAN, MPLS, and SDN.
  • Review IP implementation routing and switching protocols such as OSPF, BGP, IS-IS, and MPLS to ensure high availability and scalability.
  • Support integration with data centers, micro data centers (mDCs), and macro/micro towers for seamless city-wide connectivity, POPs, and MMRs.
  • Monitor network performance using NMS/OSS tools, perform capacity planning, and optimize traffic flows.
  • Assist in troubleshooting network incidents, conduct root cause analysis, and implement corrective measures.
  • Support the implementation of IPv6 addressing, multicast, QoS policies, and network segmentation to meet service-level requirements.
  • Collaborate with system integration teams for convergence with IoT, smart city applications, and mission-critical systems like TETRA, CCTV, and PA/VA.
  • Ensure compliance with QIC guidelines, CST (formerly CITC) regulations, and international standards such as IEEE, ITU-T, and ISO.
  • Develop comprehensive network documentation, including topology diagrams, configuration standards, as-built drawings, and operational procedures.
  • Provide technical input for RFPs, vendor evaluations, and acceptance testing processes.
  • Review design documents and IFCs, and contribute to value engineering initiatives.
  • Support the operations team in implementing change management and security hardening aligned with ISO 27001/20000 standards.
  • Train and mentor junior engineers in IP technologies, troubleshooting methodologies, and operational excellence.

Required Qualifications and Experience

  • Bachelor’s Degree in Computer Science or a related technical field.
  • Typically requires 8+ years of related professional experience.
  • Saudi Council of Engineers (SCE) registration or eligibility.
  • Familiarity with CST requirements and Kingdom of Saudi Arabia (KSA) authority processes.
  • Active and valid BICSI RCDD certification, with maintained Continuing Education Credits (CECs).

Essential Skills

  • Strong understanding of telecom/IP network protocols, including TCP/IP, SNMP, and ATM.
  • Demonstrated analytical and problem-solving skills for interpreting and reporting network performance data.
  • Effective communication skills to present technical findings and collaborate with team members.

Preferred Certifications

  • BICSI OSP (Outside Plant Designer)
  • BICSI DCDC

Work Environment

This is a full-time position based in Riyadh, where the Network Engineer (IP) will contribute to a dynamic team environment. The role involves working collaboratively to ensure the robust performance and continuous improvement of critical network infrastructure.
