OD & Manpower Planning Senior Specialist

About the Role

The Zakat, Tax and Customs Authority is seeking an OD & Manpower Planning Senior Specialist to join their team in Riyadh, Riyadh. This full-time role requires 2-5 years of experience and involves operating with minimal supervision to contribute to organizational development and workforce planning initiatives.

Role Purpose and Scope

The Senior Specialist will work within established guidelines and procedures to prepare complex, specialized, or ad hoc reports in their field. They will contribute to the achievement of milestones and operational targets within the assigned functional area, undertaking operational activities such as assisting in the development of organizational and position structures, workforce planning, budget management, and documentation functions.

Key Responsibilities

• Review and update organizational structures by creating value chains aligned with desktop analysis and stakeholder meetings for assigned levels (N3 and below).
• Create and update functional descriptions for organizational and positional structures, and job title frameworks.
• Review and update Job Families (JFs), Job Descriptions (JDs), and behavioral and technical competencies.
• Continuously identify and update job tracks.
• Define key activities per business area to develop related manpower tools and conduct workforce planning workshops and meetings.
• Finalize workforce plans, considering organizational changes and ad hoc requests to identify labor demand and supply.
• Process vacancy redistribution requests, job amendment requests, job requisitions, and resignation reports to update workforce plan reports.
• Gather and review HR budget reports, conduct meetings with departments to negotiate and finalize budgets, and prepare necessary HC budget reports for approval.
• Develop dashboards for approved HC budgets to monitor utilization, compliance, and efficacy.
• Conduct meetings with IT and Digitization to ensure HRIS system functionality and adequacy, and keep the system updated with relevant data and documents.
• Follow relevant policies and procedures, provide support to junior team members, and escalate complex problems as needed.

People Management

• Train junior staff on job activities to facilitate knowledge transfer.
• Provide clear direction, prioritize tasks, assign responsibility, and monitor the workflow of junior staff.
• Support junior staff in executing duties according to established policies and processes.

Qualifications and Experience

• A minimum of 2 to 5 years of relevant experience.
• Demonstrated ability to operate with minimal supervision.
• Experience in organizational and position structure development.
• Proficiency in workforce planning methodologies and tools.
• Experience with HR budget management and reporting.
• Familiarity with HRIS systems and data management.
