Role Overview

The Procurement Engineer is an individual contributor responsible for establishing and managing Flow's procurement function across its Saudi Arabian portfolio. This full-time role, based in Riyadh, will initially focus on FF&E, facilities, and operational supplies for residential communities in Riyadh. The position reports to the Head of Program Design & Development, MENA – Physical Delivery, and involves strategic sourcing, vendor management, cost control, and execution. The primary objective is to ensure products are sourced at the correct quality and cost, with timely delivery.

Key Responsibilities

  • Manage end-to-end procurement for FF&E, facilities, and operational categories in KSA, ensuring quality, cost, and delivery requirements are consistently met.
  • Develop and maintain a strong supplier network across KSA, including negotiation of pricing, contracts, commercial terms, and service levels.
  • Lead RFQ and competitive bidding processes, evaluate suppliers, and conduct regular performance reviews with key partners.
  • Maintain complete and accurate procurement documentation, such as purchase orders, contracts, invoices, vendor records, order acknowledgements, and freight documentation.
  • Oversee purchasing workflows from request through delivery, coordinating closely with Design & Development, Facilities, Operations, and Finance teams.
  • Maintain accurate ERP records for orders, costs, receipts, and inventory.
  • Monitor KSA market pricing, supply conditions, and vendor performance to identify cost savings and reduce supply risk.
  • Ensure compliance with Saudi regulations, including SASO standards, VAT documentation, Saudization (Nitaqat) obligations, and import requirements.
  • Anticipate supply requirements, identify potential disruptions early, and develop alternative sourcing solutions.
  • Contribute to the continuous improvement of procurement processes, reporting, systems, and controls as Flow scales.

  • Maintains high standards for record-keeping, documentation accuracy, and resolution of purchase orders.
  • Possesses commercial acumen, negotiating effectively and making informed spending decisions based on value and quality.
  • Applies operational discipline to create structure, maintain accurate data, and manage multiple procurement streams.
  • Acts as a team enabler, streamlining procurement processes to support development and operations teams.

Qualifications and Experience

Candidates should possess 5-10 years of relevant experience. This full-time position is based in Riyadh, Saudi Arabia.
