Project Controls & Change Management Manager

About the Role

Parsons is seeking a Project Controls & Change Management Manager to join their team in Riyadh. This full-time role involves collaborating with the Project Controls Director and various internal and client representatives to assess the impact of changes and support informed project decision-making.

Key Responsibilities

• Establish and implement project controls procedures, systems, tools, and reporting requirements.
• Develop and maintain the project control baseline, including scope, schedule, cost, resources, and key performance indicators.
• Oversee the preparation and maintenance of the integrated master schedule.
• Ensure accurate maintenance of project budgets, commitments, actual costs, forecasts, and cash flows.
• Monitor project performance against approved cost and schedule baselines.
• Review schedule updates, progress reports, cost reports, forecasts, and variance analyses.
• Ensure timely identification of trends, deviations, risks, and opportunities.
• Coordinate the preparation of monthly project performance reports and executive dashboards.
• Lead the development of recovery plans for projects experiencing cost, schedule, or performance issues.
• Establish and administer the project change management and change control process.
• Manage the identification, registration, assessment, approval, implementation, and closeout of project changes.
• Maintain the project change register, trend register, potential change log, and associated records.
• Review change requests, change notices, variation orders, field instructions, design changes, claims, and contract amendments.
• Ensure all proposed changes are assessed for their impact on scope, cost, schedule, resources, procurement, contracts, engineering, construction, quality, risk, safety, and regulatory requirements.
• Coordinate the preparation of cost estimates and schedule impact assessments for proposed changes.
• Lead change control meetings and provide recommendations to project leadership and clients.
• Ensure approved changes are incorporated into project budgets, forecasts, schedules, progress measurement systems, and contractual records.
• Provide leadership, guidance, coaching, and performance management to the project controls and change management team.
• Promote consistent project controls and change management practices across the organization.
• Ensure compliance with company policies, project procedures, contractual requirements, and applicable standards.
• Identify opportunities to improve project controls processes, reporting systems, data quality, and change management workflows.

Qualifications and Experience

• A minimum of 10 years of experience in project controls and change management.
• Demonstrated ability to establish and implement project controls procedures and systems.
• Experience in managing project change processes from identification to closeout.
• Proficiency in reviewing and assessing the impact of proposed changes on various project aspects.
• Strong leadership and team management skills.

Performance Indicators

Performance in this role may be measured by several key indicators, including the timeliness and accuracy of change evaluations, the completeness of the change register, and the percentage of changes processed in accordance with project procedures. Other metrics include the accuracy of cost and schedule impact assessments, timely incorporation of approved changes into project baselines, and the reduction of unapproved or undocumented changes. The quality of change documentation, audit compliance, and stakeholder satisfaction with the change control process are also important.

Work Environment

This is a full-time position based in Riyadh, where the manager will coordinate with project managers, engineering managers, construction managers, procurement, contracts, commercial, finance, and client representatives. The role involves facilitating workshops, review meetings, risk sessions, and change control boards, and communicating project performance, risks, trends, and change impacts to senior management.
