About the Role

Antal International is collaborating with a leading global Infrastructure & Construction PMC Company to appoint a Project Manager PMC. This full-time position is based in Riyadh, Saudi Arabia, and involves leading major infrastructure and construction projects. The successful candidate will be a senior professional responsible for comprehensive project delivery, including construction, commercial management, contracts, planning, program controls, stakeholder engagement, risk management, and quality assurance.

Project Scope and Leadership

This role requires independent leadership of significant projects within Saudi Arabia and the GCC region. The Project Manager will oversee the entire project lifecycle, from initial design phases through construction, commissioning, handover, and final close-out. This includes managing a multidisciplinary site team and coordinating with a diverse range of external stakeholders, such as developers, contractors, consultants, utility providers, and government authorities. The focus will be on delivering critical infrastructure, including roads, utilities, drainage, irrigation, telecommunications, and public realm developments.

Key Responsibilities

• Lead projects from design through construction, commissioning, handover, and close-out phases.
• Manage a multidisciplinary site management team covering engineering, construction, planning, commercial, contracts, quality, HSE, interfaces, and supervision.
• Oversee developers, contractors, consultants, utility providers, and government stakeholders.
• Deliver infrastructure projects including roads, utilities, drainage, irrigation, telecommunications, and public realm.
• Control project schedule, cost, quality, HSE, risks, contracts, variations, claims, and payments.
• Lead progress meetings and facilitate the resolution of technical, construction, and interface issues.
• Manage project delays through the implementation of recovery plans, mitigation strategies, and acceleration initiatives.
• Coordinate necessary approvals with relevant authorities and utility providers.
• Lead handover processes, defect management, close-out documentation, and final acceptance procedures.
• Mentor the project delivery team and ensure robust project governance is maintained.

Qualifications and Experience

• A minimum of 20 years of professional experience in infrastructure, land development, or major urban development.
• At least 10 years of experience managing multidisciplinary PMC, program, or construction supervision teams.
• Significant experience with major projects in Saudi Arabia or the GCC region is required.
• Essential experience gained client-side, within a PMC, or a consultancy environment.
• Demonstrated experience coordinating with government authorities, utility providers, and multiple contractors.
• Chartered or Professional Engineer status is preferred.

Compensation

The salary for this full-time Project Manager PMC role is offered at SAR 50,000 to SAR 60,000 per month, which includes all benefits.
