About the Role

Parsons Corporation is seeking a Senior Engineering Manager to join its Delivery Partner team in Riyadh, Saudi Arabia. This full-time role provides senior technical leadership, engineering assurance, and multidisciplinary design and construction integration for assigned infrastructure and development packages. The Senior Engineering Manager will ensure engineering activities align with approved scope, contractual obligations, and client procedures.

Key Responsibilities

  • Lead the planning, coordination, review, and timely delivery of multidisciplinary engineering and design activities across assigned project packages.
  • Establish and maintain engineering delivery strategies, design-management plans, deliverable schedules, and technical governance arrangements.
  • Coordinate technical inputs across various disciplines, including civil, structural, architectural, MEP, utilities, and ICT/ELV.
  • Ensure engineering deliverables comply with approved scope, Employer’s Requirements, budgets, design standards, and applicable Saudi Arabian regulations.
  • Lead documented technical reviews through all design stages, driving closure of comments, RFIs, and design changes.
  • Review submissions for compliance, completeness, coordination, constructability, maintainability, and operational suitability.
  • Plan and implement design verification, independent checking, and value-engineering assessments.
  • Lead programme-level engineering governance, including calendars, schedules, and approval matrices.
  • Define, coordinate, and assure engineering readiness for each programme stage gate.
  • Prepare concise engineering status reports, dashboards, and executive presentations.
  • Support procurement through technical evaluations and recommendations.
  • Serve as a principal technical interface between the client, Parsons, and other stakeholders.
  • Lead the identification, ownership, coordination, and resolution of complex cross-package and multidisciplinary interfaces.
  • Coordinate and monitor statutory, utility, and authority approval requirements.
  • Work closely with Construction Management and Site Supervision teams to align engineering solutions with practical sequencing.
  • Lead integration of BIM, digital engineering, and information-management requirements.
  • Lead the technical contribution to the integrated master schedule.
  • Monitor consultant, designer, and contractor performance against scope and schedules.
  • Ensure engineering solutions incorporate operational readiness, maintainability, and lifecycle cost requirements.
  • Lead, mentor, and develop engineering managers and support staff.

Qualifications and Experience

  • Minimum of 15 years of progressive experience in engineering, design management, project delivery, construction management, or technical assurance.
  • At least 7 years in a senior management or leadership role.
  • Proven delivery experience on major infrastructure, mixed-use, entertainment, hospitality, residential, commercial, transport, utilities, or master-planned development programmes, preferably large-scale, multi-package, fast-track programmes in Saudi Arabia or the GCC.
  • Demonstrable experience in client-side, Delivery Partner, PMC, Engineer’s Representative, consultant, contractor, or design-and-build environments.

Required Skills

  • Proven ability to manage multidisciplinary engineering interfaces through design, procurement, construction, testing, commissioning, operational readiness, and handover.
  • Strong knowledge of engineering and master-planning processes, construction methodologies, constructability, temporary works interfaces, logistics, utilities coordination, technical assurance, statutory and authority approvals, applicable standards, regulatory codes, and commissioning and handover requirements.
  • Strong knowledge of BIM, digital engineering, Common Data Environments, model coordination, information-management requirements, and asset-information handover principles.
  • Strong technical judgment and ability to distinguish critical engineering risks, anticipate challenges, develop practical mitigation, and make sound, data-driven decisions.
  • Excellent written and verbal communication, formal correspondence, reporting, presentation, negotiation, stakeholder-management, and team-leadership skills.
  • Demonstrated experience in programme or PMO governance, stage-gate assurance, executive reporting, portfolio-level risk tracking, procurement support, and multidisciplinary decision governance.
  • Proficiency in Microsoft Office and working knowledge of engineering, information-management, coordination, and programme platforms such as Autodesk Construction Cloud, BIM 360, Navisworks, Revit, Primavera P6, Aconex, SharePoint, or equivalent systems.

Work Environment

This role is based in Riyadh, Riyadh, Saudi Arabia, and operates on a full-time basis within Parsons Corporation's Delivery Partner team.
