About the Opportunity

Rider Levett Bucknall (RLB) is seeking Senior Quantity Surveyors (MRICS / FRICS) to join its full-time team in Riyadh, Saudi Arabia. These roles offer multiple opportunities across both Pre-Contract and Post-Contract Cost Management disciplines, supporting major projects and programmes within diverse sectors.

Role Overview

The successful candidates will provide expert cost management, commercial, contractual, and advisory services throughout various stages of the project lifecycle. These positions require commercially astute professionals capable of working independently, managing multiple workstreams, and delivering high-quality outputs. As a trusted advisor, you will provide strategic commercial guidance, cost control, risk management, procurement advice, and contract administration on large-scale and complex developments.

Key Responsibilities

Depending on experience and specialism, responsibilities will include:

Pre-Contract Services:
  • Establishing cost plan structures and formats.
  • Preparing and developing cost plans throughout project design stages in accordance with RICS NRM standards, including concept-stage estimates (NRM1) and detailed design estimates (NRM2).
  • Evaluating design options and alternatives from a commercial perspective, performing benchmarking and cost analysis.
  • Monitoring cost implications of design developments against approved budgets and reconciling design-stage cost variances.
  • Preparing feasibility studies and order-of-cost estimates.
  • Leading and participating in value engineering workshops, identifying cost-saving opportunities while maintaining project objectives.
  • Advising clients on procurement strategies and contract selection, preparing tender documentation and pricing strategies.
  • Managing competitive tender processes, conducting evaluations, and supporting contract negotiations.
Post-Contract Services:
  • Managing project cost control, forecasting, and cost-to-complete reporting.
  • Administering contractor and subcontractor accounts, valuations, payments, and final accounts.
  • Assessing and negotiating variations, claims, and change orders in accordance with contractual requirements.
  • Preparing monthly commercial reports, cost forecasts, and cash flow analyses, monitoring budgets and identifying potential cost overruns.
  • Identifying, assessing, and mitigating commercial risks, developing risk-based contingency strategies.
  • Providing commercial advice on contractual matters, dispute avoidance, and supporting claims analysis.
  • Ensuring effective contract administration and supporting project close-out processes.

Candidate Requirements

The ideal candidate will demonstrate a proactive approach and commitment to delivering customer service excellence and commercial results. Key requirements include:

  • Professional qualification as MRICS or FRICS.
  • Between 5-10 years of experience in a relevant quantity surveying role, with strong consultancy experience.
  • Proven ability to work independently and manage multiple workstreams with minimal supervision.
  • Excellent stakeholder management skills.
  • Strong commercial acumen and analytical capabilities.
  • Commitment to delivering exceptional client service and commercial outcomes.
