About the Role

Parsons Corporation is seeking a Transport & Mobility Staff Engineer - Saudi National to join its team in Riyadh, Saudi Arabia. This full-time role is integral to a significant transportation project focused on enhancing the city's road mobility network. The successful candidate will contribute to the assessment of existing infrastructure and the development of strategies, plans, and design improvements to enhance mobility and safety. This position is suitable for candidates with 0-1 years of experience.

Role Scope and Contribution

Working under the guidance of senior staff, the Staff Engineer will deliver a range of technical outputs with minimal day-to-day instruction on assigned tasks. These outputs include traffic and safety studies, field investigation reports, concept plans, guideline inputs, and operational analyses. The work will encompass traffic signal operations, signing and pavement markings, transportation safety, multimodal considerations, and intelligent transportation systems, all supported by a sound understanding of roadway and traffic design principles.

Key Responsibilities

  • Support network, corridor, and intersection assessments, including capacity, delay, queueing, and basic safety reviews for key arterials, intersections, and expressway ramps.
  • Conduct and document field investigations, including site observations, inventory of existing traffic control devices, and identification of operational and safety issues.
  • Assist with transportation safety analyses, including reviewing crash data, conflict points, and roadside conditions, and developing practical countermeasure concepts.
  • Prepare and update traffic signal timing inputs, phasing diagrams, and coordination concepts under the direction of senior traffic engineers.
  • Develop draft concepts for traffic signing and pavement markings, lane-use arrangements, and channelization layouts consistent with applicable standards and client preferences.
  • Support pedestrian and vulnerable road user assessments, including observations of crossing behavior, review of pedestrian facilities, and checks of pedestrian timing and accessibility.
  • Apply roadway and traffic design principles when assisting with concept designs for intersection and corridor improvements, ensuring operational and safety considerations are reflected.
  • Assist in the evaluation of ITS-based solutions (*, detection, CCTV, traveler information, enforcement technologies) from an operational viewpoint, including data needs and expected benefits.
  • Perform traffic operational analyses using appropriate tools and datasets, and summarize results to support recommendations for optimizing traffic operations.
  • Contribute to the preparation of technical materials such as traffic and safety study sections, concept plan notes, guideline inputs, and draft technical specifications for agency review.
  • Support the preparation of figures, exhibits, and presentations for technical reports, stakeholder meetings, and decision forums.
  • Participate in internal and client review sessions to explain findings, capture comments, and refine recommended solutions.

Desired Attributes and Skills

  • Experience supporting large metropolitan or national transportation agencies on traffic engineering, road safety, or traffic management programs.
  • Familiarity with international and regional roadway and traffic engineering standards and guidance, with the ability to apply them in concept-level work.
  • Field experience supporting road safety audits, corridor safety reviews, or work zone/temporary traffic management assessments.
  • Ability to work effectively in both field and office environments.
  • Organized and attentive to detail, with the ability to document complex technical procedures.
  • Team-oriented, collaborative, and comfortable working under the direction of senior system engineers and developers.
  • Proficient in Microsoft Office Suite and able to learn specialized configuration tools quickly.
  • Progress toward professional registration/certification (*, EIT, PE track, CEng track, PTOE, or equivalent) is an advantage.
  • Strong analytical, troubleshooting, and technical problem-solving skills.

This is a full-time position based in Riyadh, Saudi Arabia. The role requires the ability to work effectively in both field and office environments, collaborating with internal teams and clients.
