We are seeking a Senior Manager Asset Management to join our team in Tabuk, covering the cities of Umluj and Tabuk. This full-time role requires over 10 years of experience and is central to overseeing the strategic, operational, and financial performance of a portfolio of civic assets, including healthcare and educational facilities.

Role Purpose and Scope

The Senior Manager Asset Management bridges asset operations and investment management. The primary objective is to ensure that all facilities deliver high standards of service, operational efficiency, regulatory compliance, and sustainable financial performance. This role ensures assets are effectively maintained, operated, and optimized to support community needs while delivering long-term value for the asset owner.

Key Responsibilities

• Oversee the operational and financial performance of a portfolio of civic assets, with a key focus on healthcare and education.
• Monitor asset performance indicators such as occupancy/utilization levels, service delivery standards, operational efficiency, lifecycle costs, and operator performance.
• Develop and execute annual asset management and business plans aligned with ownership objectives.
• Conduct regular performance reviews with facility operators.
• Ensure assets are maintained in accordance with contractual requirements, regulatory standards, and operational best practices.
• Oversee the smooth handover of new assets from the project delivery team into operational management, verifying all required documentation.
• Manage outsourced operations contracts, ensuring operators deliver services as per agreed KPIs, SLAs, and performance standards.
• Prepare and manage annual operations and maintenance (O&M) budgets, including monitoring expenditures and approving invoices.
• Implement and maintain asset management policies, systems, processes, and standards across the civic asset portfolio.
• Maintain accurate asset data, lifecycle records, and performance reports to support decision-making.
• Act as the main point of contact between operators and internal stakeholders, providing regular updates to senior leadership.
• Ensure all operators comply with company policies, health & safety standards, and regulatory requirements, including those specific to healthcare, education, and public safety.
• Review audit findings and implement corrective actions with contractors.

Continuous Improvement and Stakeholder Engagement

• Recommend improvements in asset management practices, maintenance strategies, contractor performance, and cost efficiency.
• Identify opportunities to optimize asset utilization, reliability, and lifecycle performance.
• Support the adoption of asset management best practices, aligned to ISO 55000 where applicable.
• Engage with internal stakeholders including Executive Leadership, Project Delivery, Finance, Procurement, and Operations teams.
• Liaise with external stakeholders such as Facility Operators, Outsourced Maintenance Contractors, Regulatory Authorities, and Community Stakeholders.
