Overview of the Senior HSE Manager Role

Parsons Corporation is seeking an experienced Senior HSE Manager to join our team in Tabuk. This full-time leadership position involves overseeing, implementing, and enforcing comprehensive Health, Safety, and Environmental (HSE) programs across large-scale infrastructure and mega-projects. The role requires 5-10 years of relevant experience and focuses on championing a strong safety culture, minimizing risks, and ensuring strict adherence to corporate policies, client requirements, and Saudi Arabian regulatory frameworks.

Key Responsibilities

• Develop, update, and implement project-specific HSE plans, procedures, and safety management systems tailored for complex civil and infrastructure works.
• Conduct regular comprehensive safety audits, hazard assessments, and site inspections to ensure full compliance with local laws, including Ministry of Human Resources and Social Development regulations, and international standards such as ISO 45001 and ISO 14001.
• Lead investigations into site incidents, near-misses, and root-cause analyses, formulating and enforcing immediate corrective and preventive action plans.
• Oversee project safety orientations, specialized HSE training programs, and regular toolbox talks to maintain high safety awareness among all site personnel and subcontractors.
• Design, test, and maintain robust emergency response and evacuation plans for all project locations and offices.

Required Qualifications and Certifications

• A minimum of 5-10 years of experience in Health, Safety, and Environmental management, preferably within large-scale infrastructure or mega-projects.
• Possession of internationally recognized safety certifications, such as a NEBOSH International Diploma, CSP (Certified Safety Professional), or CMIOSH (Chartered Member of the Institution of Occupational Safety and Health).
