About the Role

The French Ministry of Foreign Affairs is seeking an Attaché de coopération et d'action culturelle (F/H) to join the Cooperation and Cultural Action Service (SCAC) antenna in Jeddah, Saudi Arabia. Reporting to the Cultural Cooperation and Action Advisor (COCAC), this role is pivotal in designing and implementing France's cooperation policy across education, university, scientific, French language, and institutional sectors. The objective is to promote French interests and influence, particularly in the western region of the Kingdom. The Attaché will serve as the SCAC's representative at the Consulate General of Jeddah and will also represent the SCAC and the Consulate General in the management bodies of the French school in Jeddah.

Key Responsibilities

• Conceive, negotiate, and implement bilateral cooperation projects within their areas of expertise, aligning with the policy defined by the Ambassador and the Cultural Cooperation and Action Advisor.
• Define and implement an annual budget program for the western region in conjunction with the COCAC.
• Monitor actions funded by public credits, particularly in terms of cooperation assistance.
• Develop relationships with local authorities, French operators, and beneficiaries of cooperation actions.
• Develop professional and social networks to promote the visibility of cooperation initiatives.
• Seek funding and raise funds from public and private donors within their areas of expertise.
• Advise the Consul General on matters of scientific, university, archaeological, sports, and digital cooperation.
• Lead and frame bilateral cooperation for the western region as part of the country's strategic plan.
• Propose and develop partnership projects between Saudi partners and French operators/institutions (*, French Institutes, Campus France, Universities).
• Manage fundraising, project implementation, monitoring, and technical assistance related to the Ministry of Europe and Foreign Affairs or external operators, including project evaluation.
• Promote studies in France and support Saudi and third-country students in their academic pursuits in France by managing the Campus France Space in Jeddah.
• Explore opportunities for French cooperation to be associated with community processes.
• In collaboration with the SCAC team, develop cross-cutting projects to promote gender equality.
• Promote the French language and francophone educational cooperation.
• Define and implement an educational cooperation program for the seven French schools in Jeddah and the two French language departments at Saudi universities in Jeddah, and identify new partners.
• Represent the State on the management board of the French International School of Jeddah (conventioned with MLF).
• Support the Alliance Française of Saudi Arabia in its expansion to other cities in the western region of the Kingdom (Medina, Mecca).

Qualifications and Requirements

A mission letter may be provided to the Attaché de coopération et d'action culturelle within the weeks following their start date. Prior experience within the French network abroad is preferred. Familiarity with the region would also be an advantage.

Work Environment

This is a full-time position located in Jeddah, Saudi Arabia. While experience is not strictly specified, prior experience within the French network abroad is preferred. Knowledge of Arabic is considered an asset.
