The Role of Government Relations Manager

KUN Investment Holding is seeking a Government Relations Manager to lead its government relations (GR) function. This full-time position, based in Jeddah or Makkah, requires a professional who will own the company's standing with government authorities end-to-end. The manager will be responsible for ensuring full compliance, meticulous documentation, and proactive management of all government-related deadlines. This role emphasizes running the function based on established processes and records, rather than informal methods.

Key Responsibilities

  • Manage the complete portfolio of commercial registrations, municipal and operating licenses, and Chamber of Commerce memberships, including renewals, amendments, and attestations.
  • Maintain a live compliance calendar for all government obligations and expiries, ensuring timely escalation of potential issues.
  • Oversee company records with government authorities to an audit-ready standard.
  • Direct all transactions across government platforms, including Qiwa, Mudad, GOSI, Absher, Muqeem, and related portals.
  • Coordinate with HR to manage the full employee government-services cycle, encompassing work permits, iqama issuance and renewal, visas, transfers, and exit/re-entry.
  • Monitor Saudization requirements and Nitaqat status in collaboration with HR, providing early warnings to management regarding risks.
  • Build and maintain professional working relationships with relevant ministries, municipalities, and government bodies.
  • Represent the company before government entities and ensure the completion of transactions.
  • Track regulatory changes affecting the company and advise management on required actions.
  • Lead and develop GR Officers, setting standards for responsiveness, accuracy, and documentation.
  • Establish clear GR procedures, service standards, and record-keeping systems to ensure the function operates efficiently and systematically.
  • Manage GR service providers and government-services costs within budget.

Candidate Profile

The successful candidate will be precise, reliable, and relentless in follow-up, understanding the critical impact of missed deadlines on business operations. Discretion with sensitive company and employee information is essential. This role requires a professional who consistently documents everything, escalates issues proactively, and treats government counterparts with respect and patience.

Qualifications and Experience

  • A minimum of 5 to 10 years of experience in Government Relations or a closely related field.
  • Proven ability to lead and manage a government relations function and team.
  • Strong understanding of regulatory frameworks, commercial registrations, and government platform operations in Saudi Arabia.

Work Location

This full-time position is available in either Jeddah or Makkah, Saudi Arabia.
