Program Director

About the Role

Parsons Corporation is seeking a Program Director to join its team in Makkah, Saudi Arabia, covering projects in both Jeddah and Makkah. This full-time role involves strategic leadership, governance, and delivery oversight for large-scale, complex major mixed-use programs and portfolios, typically valued up to $5 billion. The Program Director ensures enterprise-level oversight across scope, schedule, cost, risk, quality, and stakeholder outcomes, aligning with Parsons’ strategic objectives and contractual commitments.

Key Responsibilities

• Provide direction and management for all phases of large projects or programs to ensure on-schedule completion within or below budget and in accordance with contractual obligations.
• Act as the company representative with the client and selected subcontractors during program execution, negotiating changes to the scope of work.
• Collaborate with Business Development to market and secure additional work with clients and follow up on project-related instructions and commitments.
• Oversee the establishment of the Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other required documents.
• Establish program requirements for all project areas and monitor deliverables for adherence to these criteria.
• Develop and distribute a responsibility matrix outlining Parsons’ role and identified subcontractors.
• Plan, direct, supervise, and control the execution of all business, technical, fiscal, and administrative functions of assigned projects.
• Assign responsibility for executing project plans to key subordinates based on their qualifications and strengths, and provide input for performance reviews and development plans.
• Mobilize company resources by liaising with support departments, other offices, or subsidiaries to create effective project teams.
• Work with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans, ensuring project goals are met or exceeded.
• Devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work, advising clients and company management accordingly.
• Promote technical and commercial excellence through the application of Quality Assurance processes.
• Monitor and report to management on the progress of all project activity within the program, including significant milestones and any conditions affecting cost or schedule.
• Establish weekly meetings to review project status and formulate action items.

Required Qualifications and Experience

• Over 10 years of experience, including significant project management, delivery management, and technical management assignments at a senior level.
• Professional registration is required.
• Incumbent must meet Parsons’ project management certification requirements.

Work Environment

This is a full-time position based in Makkah, Saudi Arabia, with responsibilities extending to projects in Jeddah. The role may involve field responsibilities such as labor relations, local procurement, and payroll operations, as required.
