About the Role

Parsons Corporation is seeking a Program Director to lead a major program in Riyadh, Saudi Arabia. This full-time role involves strategic leadership, governance, and delivery oversight for large-scale, complex programs and portfolios, typically valued up to $5 billion. The Program Director will serve as Parsons' senior representative to the client, ensuring alignment with strategic objectives and contractual commitments.

Key Responsibilities

Establish and mature program methodologies, processes, and tools, ensuring compliance with organizational standards.
Oversee the end-to-end execution of enterprise-wide initiatives, managing projects, dependencies, and senior stakeholder expectations.
Develop KPIs and dashboards to track program health, financial forecasting, and benefits realization.
Identify, mitigate, and escalate program-level risks, driving decisions on scope, schedule, and cost trade-offs.
Hire, coach, and lead project management teams, fostering a culture of high performance and professional development.
Act as Parsons’ senior representative with the client and key subcontractors, leading negotiations related to scope changes, contractual matters, and commercial adjustments.
Build, lead, and mentor large teams of Project Managers, Engineers, and technical professionals, optimizing resource allocation across multiple workstreams.
Collaborate with Business Development to identify and secure additional work with existing and new clients.

Required Qualifications and Experience

25+ years of relevant experience, including significant supervisory and senior leadership responsibility.
Demonstrated experience managing large, complex programs or portfolios, including programs valued between $1 billion and $5 billion.
Extensive experience leading large, multidisciplinary teams of Engineers, Project Directors and Managers, Designers, and technical support personnel.
Proven background in client and large-scale project management at Program Director or equivalent senior level.
Strong operational and financial management and reporting experience.
Proven personnel and team management capabilities.
Deep understanding of industry practices, regulations, and modern engineering and project management technologies.

Desired Skills

Exceptional written and verbal communication skills, with the ability to engage effectively at executive, client, and board levels.
Strong commercial, contractual, and risk management capability.

Work Environment

This is a full-time position based in Riyadh, Riyadh, Saudi Arabia. The role involves leading multidisciplinary teams and managing significant programs with impact on the local community.
