About the Role

ORH Assessment is conducting an international search for a senior operational leader to assume the strategic role of O&M & Performance Director. This full-time position is based in Jeddah, Makkah, Saudi Arabia, and operates within a large-scale water and wastewater services environment. The Director will be instrumental in driving operational excellence and performance improvements across critical service areas.

Key Responsibilities

The successful candidate will be responsible for driving measurable and sustainable operational performance, with a primary focus on the following areas:

• Leading initiatives for Non-Revenue Water (NRW) reduction.
• Enhancing network efficiency, pressure management, and service continuity.
• Ensuring high standards of drinking water and wastewater quality.
• Improving customer satisfaction and service reliability.
• Achieving defined operational and contractual Key Performance Indicators (KPIs).

Operational Context and Challenges

This is a highly operational leadership position that requires the ability to translate technical expertise into tangible performance improvements. The role operates within a complex institutional environment involving multiple stakeholders, approval levels, and dependencies. Success in this position demands a combination of operational credibility, resilience, pragmatism, and strong stakeholder management skills.

Candidate Profile and Experience

We are seeking a senior water and wastewater professional with a minimum of 10 years of experience in the field. The ideal candidate will demonstrate:

• Proven responsibility for large-scale water and wastewater operations.
• Experience within an international water utility operator, concession, Management, Operation, and Maintenance (MOM), or O&M environment.
• A strong track record of delivering operational and contractual KPIs.
• Demonstrated expertise in NRW, leakage, metering, and pressure management.
• Experience in improving service continuity, network efficiency, and reliability.
• Exposure to water/wastewater quality and customer satisfaction management.
• Experience leading large, multicultural, and technically diverse teams.

Required Skills and Attributes

• Strong stakeholder management capabilities, particularly in complex institutional environments.
