About the Role

Parsons Corporation is seeking a Principal Supervising Engineer - Civil to join our team in Yanbu, Al Jawf. This full-time role involves leading the Civil Engineering Discipline group within the Technical Support Section of the Engineering Department, providing essential support to all projects in Yanbu.

Role Overview and Contribution

The Principal Supervising Engineer - Civil will play a critical role in ensuring the successful execution of industrial and community infrastructure development programs. This position requires a leader capable of managing a dedicated engineering team, providing technical expertise, and ensuring adherence to established standards and requirements across various projects.

Key Responsibilities

• Plan and execute engineering work to meet city industrial and community infrastructure development program requirements and standards.
• Manage the engineering discipline team, including resource planning, workload prioritization, and coordination with other disciplines and departmental sections.
• Provide leadership, guidance, and training to junior personnel, monitoring their performance.
• Review design drawings, specifications, and calculation submittals from A/E consultants and EPC contractors, coordinating with other disciplines.
• Offer technical advice to other sections and departments within the Royal Commission, participating in meetings and workshops as required.
• Prepare proposals for design work, encompassing scope of work, design concepts, sketches, and cost estimates for labor, equipment, and materials.
• Develop and update technical specifications, guidelines, and standard drawings in coordination with other disciplines.
• Provide technical assistance during pre-bid conferences, proposal evaluations, post-award or other contract conferences, and value engineering processes.
• Actively participate in value engineering and constructability workshops.
• Process submittals and substitution requests during construction, address RFIs, review vendor and shop drawings, and construction materials, assisting in resolving clashes and conflicts.
• Conduct field inspections and provide professional field support and construction troubleshooting during construction phases.
• Prepare and present technical correspondence, reports, and studies.
• Function as a technical expert, performing analyses in specialized areas, reviewing problem areas, and recommending solutions, alternatives, and improvements.

Qualifications and Experience

• Bachelor's Degree in Civil Engineering or a related field.
• Minimum of 10 years of experience in an engineering design environment, with at least 5 years in a team lead or supervisory role on large-scale industrial, commercial, and residential infrastructure projects.
• Comprehensive design and construction support experience in site development, site grading, roads, and wet utilities (water, sanitary, sewage, etc.) for large residential, industrial, and commercial areas.
• Registration in the Country of Origin in an Engineering Professional Association equivalent to US PE or UK Chartered Engineer status is essential.
• A proven record of technical and administrative ability in design management, including effective communication in spoken and written English, is essential.

Preferred Attributes

• Previous experience working in the Middle East and knowledge of Saudi Building Code (SBC Codes) regulations will be considered an advantage.
• Demonstrable experience in the application of North American and international codes and standards.
• Experience with BIM processes and procedures in accordance with ISO 19650 or the US National BIM Standards will be considered an advantage.
