About the Role

Bechtel is seeking a Civil Engineer to join its team in Al Jubail, Eastern Province, Saudi Arabia. This full-time role involves working on the Jubail project, one of the largest civil engineering undertakings in modern times, which Bechtel has managed since the mid-1970s. The Civil Engineer will contribute to the ongoing development of new residential communities, infrastructure, and commercial facilities within the Jubail and Ras Al-Khair Industrial Cities.

Role Context and Project Overview

Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC) for the Royal Commission (RC), acting as the owner’s representative. In this capacity, Bechtel manages Engineering, Procurement, and Construction (EPC) activities, including reviewing design submissions from local architect/engineering (AE) firms and overseeing construction work performed by local contractors. The current contract, renewed until June 2031, focuses on expanding residential areas, iconic structures, site preparation, and essential utility services.

Key Responsibilities

• Review basic designs and provide guidance to independent engineering firms responsible for detailed engineering design of site preparation and development.
• Ensure engineering quality design and adherence to Royal Commission technical requirements.
• Verify that optimum designs are achieved for site development projects.
• Represent the Royal Commission in technical meetings and Value Engineering analyses.
• Provide technical support during the construction phase as needed.
• Administer contracts for site development prepared by A/Es.
• Perform civil site engineering reviews and coordinate reviews by other disciplines and departments for site development packages.
• Prepare design guidelines for neighborhood centers.
• Review site development designs for compound and commercial lots developed by private investors.
• Utilize computer codes to perform site development analysis and designs.
• Review, update, and prepare revisions to Guideline Specifications related to site development.

Qualifications and Experience

• A minimum of 2 to 5 years of experience in civil engineering.
• Demonstrated ability to review and ensure the quality of engineering designs.
• Experience with site preparation and site development projects.
• Proficiency in using computer codes for site development analysis and design.

Work Environment

This role is based in Al Jubail, Eastern Province, Saudi Arabia, and is a full-time position. The successful candidate will work within a team dedicated to supporting the Royal Commission in managing large-scale civil engineering projects.
