HSE Team Leader (Shutdown & Turnaround)

Abdullah A. Al-Barrak & Son Co. is seeking an experienced HSE Team Leader (Shutdown & Turnaround) to join our team in Al Jubail, Eastern Province. This full-time role requires a professional with over 10 years of experience in managing and leading HSE initiatives, particularly within the demanding context of shutdown and turnaround operations. The successful candidate will be instrumental in ensuring the highest standards of health, safety, and environmental compliance.

Role Overview

The HSE Team Leader is responsible for the overall administration and implementation of HSE initiatives, programs, and procedures. This role involves leading the HSE team to effectively manage safety protocols and environmental compliance, with a critical focus on ensuring safety during complex shutdown and turnaround projects. The position requires proactive leadership in risk mitigation and continuous improvement of HSE practices.

Key Responsibilities

  • Manage and lead the HSE team in the administration and implementation of HSE initiatives, programs, and procedures.
  • Participate in the development and implementation of operational risk assessments to identify and mitigate hazards for critical activities.
  • Conduct Behavioural Safety Audits (BSA) and high-profile tours in accordance with HSEMS guidelines.
  • Carry out or arrange workplace HSE inspections and audits, ensuring the implementation of remedial recommendations.
  • Audit subcontractors for compliance with HSE systems and procedures and monitor their HSE performance.
  • Maintain accident statistics, analyze trends, and propose and implement necessary remedial actions.
  • Assist with the investigation of accidents, incidents (including near misses), and dangerous occurrences, providing recommendations to prevent recurrence.
  • Develop and manage HSE awareness campaigns and identify training needs for subordinates.
  • Ensure all critical activities are risk assessed and control measures are applied prior to execution.
  • Manage activities undertaken by subordinates to ensure effective team performance.

HSE System Development and Compliance

  • Ensure effective implementation of company HSE policies, procedures, regulations, and objectives.
  • Foster continuous improvement of existing HSE Management Systems through the sharing of best practices.
  • Maintain an in-depth knowledge of all laws surrounding construction safety, and develop and implement company-wide safety standards.
  • Establish, implement, and improve the HSE Management Plan, company HSE policy requirements, performance standards, objectives, and targets.
  • Set up project HSE programs and procedures, including training and audit programs, to meet project goals and objectives, and implement improvement initiatives.
  • Manage all HSE support functions, including recruitment and HSE training initiatives.

Required Experience

Candidates must possess over 10 years of experience in HSE leadership roles, with significant exposure to and responsibility for shutdown and turnaround operations within industrial environments.

Work Type and Location

This is a full-time position located in Al Jubail, Eastern Province.
