About the Role: Specialist CAPEX

ArcelorMittal Tubular Products Al-Jubail is seeking a Specialist CAPEX to join their team in Al Jubail, Eastern region. This full-time position is central to managing all Capital Expenditure procurement processes, ensuring strict adherence to company procedures and key performance indicators. The role requires a professional with 2-5 years of relevant experience in procurement.

Role Overview and Impact

The Specialist CAPEX is responsible for the comprehensive execution of all procurement activities related to Capital Expenditure. This involves a detailed approach from assessing technical specifications to the finalization of payments, while actively contributing to cost reduction and savings initiatives. The role ensures that all purchasing processes are conducted ethically, efficiently, and in full compliance with established policies and legal requirements.

Key Responsibilities

  • Conduct all activities related to Capital Expenditure purchases.
  • Assess and critically analyze technical specifications for procurement needs.
  • Interact with internal clients to support the definition and expansion of vendor lists.
  • Engage with local and overseas vendors to enhance supplier quality and liquidity.
  • Liaise with the Legal department for advice on projects involving confidential information.
  • Follow project schedules and ensure adherence to deadlines.
  • Participate in meetings with both vendors and internal clients.
  • Address Request for Quotations (RFQs) and/or Bid invitations to external providers.
  • Analyze received offers to determine the most advantageous options.
  • Process purchase requisition items, converting them into Purchase Order items.
  • Negotiate pricing, terms and conditions of purchase, and product/service warranties with external providers, based on superior mandates.
  • Propose offers that present the most advantageous technical, commercial, and financial conditions for award.
  • Issue required Purchase Orders, Release Orders, or Contracts promptly within allotted periods.
  • Ensure purchased products comply with specified requirements and are delivered on time.
  • Build and develop ethical business relationships with external providers and internal clients.
  • Actively participate in drafting procurement objectives and action plans.
  • Comply with and adhere to all company policies and procedures.
  • Adhere to all legal and safety procedures in the workplace.
  • Follow up the full purchasing process from request initiation until payment finalization.
  • Ensure all documentation is accurate and 100% compliant with existing policies and procedures.
  • Periodically conduct analyses, prepare, and present reports aimed at cost reduction and savings.
  • Responsible for pursuing and achieving defined Key Performance Indicators (KPIs).
  • Actively participate in the preparation and maintenance of all standard reports related to budget, forecast, and cost savings.
  • Ensure that all issued Purchase Orders, Release Orders, or Contracts are acknowledged for acceptance by vendors and executed within the specified period.
  • Perform other duties as assigned by the superior, provided they align with law, ethics, code of conduct, and company rules.

Required Experience and Qualifications

Candidates for this position must possess 2 to 5 years of experience in procurement, with a specific focus on Capital Expenditure processes. A demonstrated ability to manage complex purchasing activities and contribute to the achievement of key performance indicators is essential for this role.
