Project / Proposal Manager

About the Role

TRS Staffing Solutions is seeking an experienced Project / Proposal Manager for a full-time position in Al Khobar, Eastern region. This role involves leading the preparation of Statements of Interest (SOIs) and Invitation to Bid (ITB) responses for Engineering, Procurement, Construction (EPC), and Construction Management (CM) scopes. Role Context and Reporting

Reporting to the Project Operations Lead, the Project / Proposal Manager will work closely with the General Manager and Director of Business Development. This position is central to developing scopes of work, coordinating multidisciplinary effort estimates, assembling proposal and review packages, supporting contract reviews and negotiations, and partnering with Project Controls and Finance through commercial award negotiations. The primary project types include EPC, Project Management Consultancy (PMC), and Engineering, Procurement, Construction, and Management (EPCM).

Key Responsibilities

• Lead the preparation and submission of SOIs, Requests for Quotation (RFQs), Requests for Proposal (RFPs), and ITB responses for EPC, EPCM, and PMC projects.
• Develop scopes of work, execution strategies, and proposal plans in alignment with client and project requirements.
• Coordinate multidisciplinary engineering, procurement, construction, and commercial teams to prepare competitive proposals.
• Manage project estimating activities, including manpower planning, effort estimates, schedules, and cost inputs.
• Review tender documents, identify risks and opportunities, and ensure proposal compliance with client requirements.
• Prepare and consolidate technical, commercial, and management proposal packages for internal review and approval.
• Support contract reviews, bid clarifications, and commercial negotiations with clients and stakeholders.
• Collaborate with Business Development, Project Controls, and Finance teams throughout the proposal and award process.
• Facilitate project handover from the proposal stage to execution teams following contract award.
• Build strong client relationships and contribute to business growth through successful proposal development and project pursuit strategies.

Qualifications and Experience

• Accredited four-year degree in engineering, construction, or a related field.
• Registered with, or eligible for registration with, the Saudi Council of Engineers.
• At least 15 years of project experience across Engineering (E), Engineering & Procurement (EP), EPC, or EPCM environments.
• Experience in the downstream, chemicals, or petrochemical industry.
• Experience across Front End and Execute phases.
• At least 10 years of experience as an Engineering Manager or Project Manager.
• At least 10 years of experience with an EPC or EPCM contractor.
• At least five years of experience in the Middle East or Central Asia.
• Fluent written and spoken English.

Preferred Attributes

• Experience with both greenfield and brownfield projects.
• Specific experience within Saudi Arabia, particularly in the Jubail and/or Yanbu Royal Commission areas.
