Bid Project Manager

About the Role

International Water Distribution Co. (Tawzea) is seeking a Bid Project Manager to join their team in Makkah, with operations spanning Jeddah and Makkah. This full-time role involves leading the development and execution of bid strategies for various water distribution projects, including PPP, investment, concession, and strategic O&M opportunities. The Bid Project Manager will be responsible for ensuring the coherence and compliance of all offers, from initial market intelligence through to negotiation and execution handover.

Key Responsibilities

• Maintain market, client, and competitor intelligence to develop a qualified pipeline of opportunities aligned with TAWZEA's strategy.
• Cultivate relationships with clients, public authorities, investors, and partners to identify and position TAWZEA for early opportunities.
• Prepare opportunity briefs and bid/no-bid recommendations, considering strategic fit, competitive advantage, and principal risks.
• Define and maintain approved pursuit strategies, business models, partnering approaches, and negotiation plans.
• Coordinate the development of investment cases, commercial structures, risk allocation, and value propositions for PPP and investment-led projects.
• Act as Opportunity/Pursuit Lead, collaborating with the Technical Tendering Manager to produce coherent and compliant offers.
• Establish clear owners, deliverables, assumptions, interfaces, decisions, and deadlines for bid development.
• Coordinate and evidence required gate decisions, including qualification, bid/no-bid, solution validation, and submission approval.
• Lead or coordinate commercial pursuit, partner alignment, and client negotiation within approved mandates.
• Ensure a documented handover of project scope, commitments, risks, and obligations to the accountable delivery executive post-award.
• Maintain accurate records for pipeline, budget, decisions, and outcomes, providing concise reports on opportunity status.
• Capture and disseminate lessons learned from bids, negotiations, and operations to inform future strategies and controls.

Opportunity Qualification and Strategy

This role involves preparing detailed opportunity briefs and bid/no-bid recommendations. It requires defining and maintaining approved pursuit strategies, business models, and negotiation plans, ensuring timely agreement from stakeholders. The manager will apply appropriate governance routes while adhering to mandatory controls and the Company's delegation of authority.

Integrated Bid Development and Functional Ownership

The Bid Project Manager will establish clear ownership, deliverables, and deadlines for bid components. They will ensure that the proposed solution, operating model, and performance commitments are assessed and formally accepted by the intended delivery organization before submission. Escalation of unresolved discrepancies and material assumptions is a critical part of this function.

Qualifications and Experience

• A minimum of 5 to 10 years of relevant experience in bid management or project management, preferably within the water distribution, infrastructure, or related sectors.
• Demonstrated ability to manage complex bid processes, from market intelligence to contract handover.
• Experience in coordinating PPP and investment-led projects, including commercial structures and risk allocation.
• Strong understanding of governance routes and delegation of authority in bid processes.
