Saudi Arabian Bechtel Company (SABCO) acts as the Management Services Contractor for the Royal Commission, overseeing engineering, procurement, and construction activities by local firms and contractors in Jubail and Ras Al-Khair Industrial Cities. The contract was renewed in June 2026 for another five years, focusing on new residential communities, iconic structures, site preparation, commercial buildings, and extensive utility and infrastructure development.

Role Overview: Sr. Field Mechanical Engineer PFE RIC

Bechtel Corporation is seeking a Sr. Field Mechanical Engineer PFE RIC for a full-time position in Al Khobar and Al Jubail, Eastern Province. This role involves representing the Royal Commission to ensure project safety and quality standards are met. The Senior Field Mechanical Engineer reviews contractor submittals, acts as an interface between RC Engineering and contractors for technical issue resolution, and assists in documenting field activities and conducting inspections. The position requires 5-10 years of relevant experience.

Key Responsibilities

• Interpret contract documents and construction plans for site development.
• Review contractor submittals, work method statements, safety plans, quality plans, and traffic control plans for compliance.
• Conduct daily safety and quality inspections of physical works and enforce compliance.
• Review and approve contractor's monthly pay invoices and monitor project schedules.
• Monitor quality control and construction of mechanical activities, including HVAC, pumps, and underground utilities.
• Provide guidance and recommendations for material failures, site execution problems, and product enhancements.
• Assist contractors in identifying defects, raising non-conformance reports, and implementing corrective procedures.
• Support quality tools (ITP, , QAN/NCR, Lesson Learned, REAL Card, PBS & PBQ).
• Conduct SMQE PFE-QE Quality & ESH audits and prepare relevant reports.
• Review and approve technical submittals, shop drawings, as-built drawings, and design packages.
• Conduct training workshops for various disciplines and hands-on training for mechanical discipline.

Qualifications and Experience

• A minimum of 5 to 8 years of relevant experience as a mechanical field/site engineer in infrastructure construction.
• Understanding of construction, testing, commissioning, and quality for electromechanical works, including mechanical piping, pipeline works, pump stations, valves, and HVAC installations.
• Proficiency in IT for report preparation and documentation.
• Experience in supervision of construction, testing, and commissioning of utilities and mechanical equipment on infrastructure projects.
• Experience in construction, testing, and commissioning large bore FRP pipelines.
• Knowledge of standard site supervision safety and quality procedures, including inspection & test plans and Work Method Statements.
• Understanding of design drawings, vendor design packages, specifications, and the ability to review and approve shop drawings and technical submittals.
• Familiarity with Technical Queries (TQs), Requests for Information (RFIs), Field Change Documents (FCDs), and Non Conformance/Compliance Reports (NCRs).
• Experience in leading multidisciplinary construction, testing, and commissioning activities.
• Ability to review and approve vendor mechanical design packages, including calculations.
• Working knowledge of other discipline scopes, interfaces, roles, and responsibilities.
• Experience in evaluating, reviewing, and approving proposed materials, field documents, and monthly progress payments.

• Quality-oriented approach, proactively working with contractors to eliminate defects and maintain a zero rework environment.
• Understanding of international codes and standards pertaining to electromechanical works, pumps, and piping systems.
