About the Role

Norconsult Telematics is seeking an Assistant Project Manager (MEP) for a contract position based in Riyadh, Saudi Arabia. This role involves supporting the Project Management Consultant (PMC) and the Construction Project Manager in the delivery management and oversight of mechanical, electrical, and plumbing (MEP) aspects across both off-site factory and on-site works. The Assistant Project Manager will ensure the PMC's final review and approval of MEP design and submittals, following the supervision consultant's (CSC) initial checks, for client endorsement.

Key Responsibilities

  • Coordinate the PMC's final review and approval of MEP detailed design, Issued-For-Construction (IFC) drawings, shop drawings, and as-built drawings from the Designer or design-build Contractor, after the CSC's first-line check, and flag conflicts.
  • Coordinate MEP interfaces with architectural, structural, and low-current disciplines across factory-built modules and on-site installation, escalating services-routing issues for resolution.
  • Review and track the Contractor's method statements (MS), material approval requests (MAR), inspection and test plans (ITP), prequalification documents (PQD), and requests for information (RFI) for MEP scope after the CSC's first-line review, confirming PMC final approval before work or procurement.
  • Monitor MEP progress in factory modules and during on-site erection and external infrastructure, covering heating, ventilation and air conditioning, plumbing, drainage, firefighting, power, distribution, cabling, and earthing.
  • Review the CSC's material inspection requests (MIR) and work inspection requests (WIR) records, and audit that the CSC is raising, witnessing, and closing them at agreed hold and witness points.
  • Review Factory Acceptance Test (FAT) results for MEP equipment before module shipment and Site Acceptance Test (SAT) after installation, witnessed by the CSC, providing PMC final acceptance for reporting.
  • Oversee MEP testing and commissioning, including heating, ventilation and air conditioning balancing, pre-commissioning, and commissioning of firefighting, plumbing, and electrical systems, verifying results against approved design intent.
  • Maintain the MEP submittal register, track turnaround against timelines, and chase overdue items with the CSC, Designer, and Contractor.
  • Monitor Site Observation Reports (SOR) and Non-Conformance Reports (NCR) raised by the CSC for MEP scope, audit trends, and verify close-out at the governance level.
  • Audit quality assurance and quality control (QA/QC) records for MEP over the CSC, confirming inspection records, material certificates, and test results are complete and traceable to specifications.
  • Support cost, risk, and reporting for the MEP scope, monitoring the health, safety, and environment (HSE) interface through CSC records and tracking MEP risks.
  • Compile MEP progress, submittal status, and Defects Liability Period (DLP) close-out into weekly and monthly input for the Construction Project Manager and the reporting cycle.

Required Qualifications and Experience

  • A relevant accredited bachelor's degree.
  • Significant experience (5-10 years) in MEP construction, project management, or project controls on building or infrastructure projects.
  • Experience with modular or prefabricated construction is preferred.

Essential Skills and Knowledge

  • Strong working knowledge of MEP design, installation, testing, balancing, and commissioning.
  • Practical command of submittal and review workflows.
  • Understanding of QA/QC and HSE interfaces on live construction programs.
  • Proficiency with document-control and design-review systems.
  • Advanced MS Excel and PowerPoint skills.
  • Familiarity with Saudi or GCC construction standards, including the Saudi Building Code and Civil Defense fire requirements, is highly preferred.
  • Good written and spoken English.

Work Environment and Location

This contract position is based in Riyadh, Saudi Arabia. The role is open to international and Saudi candidates who are legally eligible to work in Saudi Arabia. Potential travel across multiple cities within the Kingdom may be required.
