The Role of Commissioning Manager

Decima International is seeking an experienced Commissioning Manager to lead commissioning activities for major mission-critical projects in Riyadh, KSA. This full-time role involves owning the Commissioning Management Plan, overseeing commissioning readiness, and managing L1–L5 testing. The manager will coordinate with contractors, consultants, vendors, and the Owner through final testing, turnover, and acceptance processes. The ideal candidate will have extensive experience with mission-critical MEP systems, integrated systems testing, commissioning documentation, and project handover procedures.

Key Responsibilities

• Develop, implement, and maintain the Project Commissioning Management Plan.
• Lead commissioning planning, readiness assessments, stage-gate reviews, and execution.
• Monitor commissioning progress against project milestones and requirements.
• Perform final review, sign-off, and escalation of commissioning readiness, L1–L5 test results, and turnover packages.
• Oversee L1–L5 commissioning activities, Functional Performance Testing, and Integrated Systems Testing.
• Review and approve commissioning procedures, test scripts, method statements, and supporting documentation.
• Ensure commissioning activities comply with project specifications, design intent, approved procedures, and industry standards.
• Coordinate with contractors, consultants, vendors, and the Owner to resolve commissioning issues.
• Identify commissioning risks, constraints, and readiness gaps and drive timely resolution.
• Monitor open commissioning issues and corrective actions through closure.
• Ensure commissioning documentation, test records, certificates, and turnover packages are complete and accepted.
• Coordinate system turnover and handover to operations teams.
• Report commissioning progress, risks, outstanding issues, and readiness to the PMC Lead / Site Director.
• Support final project acceptance and operational readiness.

Required Experience and Skills

Candidates should possess extensive experience in leading commissioning activities for mission-critical projects. This includes a strong background in MEP systems, integrated systems testing, and the preparation of commissioning documentation and project handover materials.

Work Location and Type

This is a full-time position based in Riyadh, KSA, focusing on major mission-critical projects within the region.
