Contracts Management Department Manager (Central)

About the Role

Hill International, Inc. is seeking a Contracts Management Department Manager (Central) to lead the contracts management function in Riyadh, Saudi Arabia. This full-time position is responsible for ensuring all contracts comply with client requirements, PMM procedures, and Saudi procurement regulations across the program. The role involves overseeing the entire contract lifecycle and providing strategic oversight on contract risks and dispute resolution.

Key Responsibilities

• Develop and ratify the department's operating structure, processes, and procedures based on PMM guidelines.
• Ensure functional compliance for awarded contracts in areas including performance, guarantees, invoicing, payments, change management, claims, handover, defects, warranty, and close-out.
• Maintain functional responsibility for contract administrators assigned to Clusters and Business units.
• Assess the capability of the client’s existing contracts staff and recommend appropriate roles and responsibilities.
• Prepare and implement the Contracts Management Section knowledge transfer program, including comprehensive on-the-job learning.
• Review change requests and claims, providing recommendations for approval.
• Support other departments with contract formation and management services, including templates for various service contracts.
• Manage NWC’s consolidated list of approved contractors, consultants, and suppliers.
• Support NWC in reviewing the commercial aspects of bid packages.
• Monitor adherence of contracts to government and client’s contractual and procurement regulations.
• Ensure proper implementation of project close-out processes and procedures according to PMM.
• Review project suspension and withdrawal requests and recommend for approval.
• Ensure continuous compliance with Hill International's quality, environmental, safety, and occupational health policies, manuals, and procedures.
• Perform other duties as assigned by the line manager/supervisor.

Experience and Qualifications

Candidates for this position should possess over 10 years of experience in contracts management. The role requires extensive experience in leading contracts functions, overseeing the entire contract lifecycle, and managing team leadership and capability development. A strong understanding of Saudi procurement regulations and PMM procedures is essential.

Contract Lifecycle Management

The manager will oversee the entire contract lifecycle, including performance, payments, change management, claims, and close-out. This involves supporting bid evaluations, contract formation, and maintaining approved contractor and supplier frameworks to ensure effective and consistent project delivery.

Team Leadership and Development

This role emphasizes team leadership, capability development, and knowledge transfer. The manager will assess existing client staff, recommend appropriate roles, and implement comprehensive on-the-job learning programs to enhance the team's expertise in contracts management.

Strategic Oversight

The Contracts Management Department Manager provides strategic oversight on contract risks, negotiations, and dispute resolution. This includes reviewing and recommending approval for change requests, claims, project suspensions, and withdrawals, ensuring all contractual activities align with program objectives and regulatory requirements.
