About the Role

SEVEN (Saudi Entertainment Ventures) is seeking an Executive Director - Commercial, Planning and Project Controls (CP&P) to lead the CP&P function within its Projects Department. Based in Riyadh, this full-time role involves leading a team of over 50 professionals in critical areas such as planning, reporting, contract administration, change and claims management, budget estimation and benchmarking, cost controlling, and financial reporting. The Executive Director ensures successful global portfolio execution across the entire Projects Lifecycle, from master planning through to asset handover, in line with internal business targets.

Strategic Leadership and Planning

This role is responsible for developing and implementing the CP&P strategy and business plans, ensuring alignment with the organization's strategic objectives. The Executive Director establishes and executes CP&P objectives and scorecards to support overall organizational performance. Key responsibilities include:

  • Leading the corporate budgeting process for Projects and ensuring timely submission in compliance with policies.
  • Overseeing budget utilization across CP&P functions to ensure spending remains within approved allocations.
  • Leading all pre-contract cost estimating, cost planning, and benchmarking activities.
  • Participating in and leading commercial review processes for tenders.
  • Leading the development and ongoing update of business plans throughout the project lifecycle.

Key Functional Accountabilities

The Executive Director provides direct oversight and leadership for core commercial and project control functions:

  • Overseeing project cost control across the portfolio and reporting risks, challenges, and opportunities to executive management.
  • Leading monthly project reporting, project reviews, results consolidation, and managing cash flow forecasting.
  • Conducting scenario analysis and providing strategic recommendations for decision-making.
  • Leading Change Management as a member of the Change Committee.
  • Leading the Claims Management function and acting as the escalation point for major commercial issues.
  • Overseeing the review and validation of contractor quantities, supplier invoices, subcontractor claims, and project expenditures.
  • Directing planning and cost-control support across projects, monitoring milestones, variations, and payment validations.
  • Preparing and overseeing schedule-related reporting and leading the Planning function, including Extension of Time (EOT) analysis.

Governance and Stakeholder Engagement

The role ensures robust governance and effective stakeholder management across the project portfolio. This includes:

  • Developing and maintaining CP&P policies, procedures, and controls to drive operational excellence and ensure adherence to governance requirements.
  • Directing day-to-day CP&P operations and ensuring compliance with approved policies.
  • Ensuring implementation and compliance of commercial processes and procedures, and leading internal and external commercial audits.
  • Representing SEVEN with local and international partners, ventures, and enterprises to build and maintain strong relationships.
  • Managing and engaging internal stakeholders, including Projects delivery teams and Development stakeholders, to support business objectives.
  • Ensuring commercial protection of the business through effective correspondence and contractual strategies.

Team Management and Development

As an executive leader, the Executive Director is responsible for the performance and development of the CP&P team:

  • Leading performance management and evaluation processes in alignment with HR policies.
  • Managing and developing Directors and senior leaders within the function.
  • Coaching, mentoring, and developing talent to achieve departmental and organizational goals.
  • Fostering employee engagement, capability development, and continuous improvement.
  • Conducting regular team meetings to communicate strategic priorities, align objectives, and monitor progress.

Role Context

This full-time position in Riyadh serves as the executive lead for all Commercial, Planning, and Project Controls activities. The role is critical in ensuring strong governance, financial control, strategic planning, stakeholder alignment, and overall organizational performance across SEVEN's project portfolio.
