The Role of HR Business Partner

GBS is seeking a full-time HR Business Partner based in Riyadh, KSA. This role serves as the primary HR point of contact for all businesses operating under the Ghobash brand in the Kingdom, providing both strategic and operational HR support across multiple Ghobash Group business units. The incumbent will drive organizational effectiveness and people excellence by partnering closely with business heads and senior management.

Core Responsibilities

  • Serve as the primary HR point of contact for all Ghobash brand businesses in KSA, ensuring consistent and high-quality HR service delivery.
  • Lead end-to-end recruitment assignments across multiple Ghobash Group business units, managing the full hiring lifecycle from requisition to offer acceptance.
  • Establish recruitment requirements in collaboration with Line Managers and the Group Recruitment Manager.
  • Create and refine Job Descriptions to support hiring activities and role clarity.
  • Build applicant pipelines by researching and posting on relevant job portals and professional networks.
  • Screen, interview, and evaluate applicants using a structured competency-based framework, and coordinate management interviews for shortlisted candidates.
  • Adhere to Group recruitment policies and procedures and maintain a comprehensive database of KSA national talent.

Talent Management and Regulatory Compliance

  • Take full ownership of Saudization strategy, nationalization targets, and visa quota management for all GBS and Ghobash Group business units within KSA.
  • Manage all Saudization portals, including Qiwa and Nitaqat, to ensure the company maintains the required Nitaqat colour band.
  • Develop manpower plans using workforce forecasting to ensure visa quota compliance with KSA Labour Law requirements, collaborating with Line Managers on Saudization strategy.
  • Oversee employee onboarding to ensure a consistent and compliant experience aligned to Group standards.
  • Define and set KPIs for employees in collaboration with Line Managers, facilitate performance review cycles, and provide coaching support.
  • Ensure all employee requests are addressed within defined HR SLAs and company policy, and monitor employee absence and leave applications.
  • Ensure compliance with KSA Labour Law and Group policy throughout the employee lifecycle, and apply disciplinary procedures correctly and consistently.

Required Qualifications and Experience

  • A minimum of 5-10 years of experience in HR practices and employee management.
  • Solid experience and understanding of Saudi Labour Law and KSA regulatory requirements.
  • Demonstrated ability to lead end-to-end recruitment assignments and manage nationalization quotas effectively.
  • Experience in developing Job Descriptions, conducting role mapping, and facilitating performance management cycles.

Strategic Impact and Business Partnership

The HR Business Partner acts as a trusted advisor and coach to General Managers and senior line management across all Ghobash Group businesses in KSA. This role involves consulting Group HR community members on local HR matters, measuring employee engagement, and driving initiatives to improve it. The incumbent will also function as a change agent, facilitating organizational transitions and proposing solutions to senior leaders while considering budget constraints and company culture.
