AL-AN Alkhaligia for Consumer Microfinance Company (Flooss) operates in the regulated financial sector in Saudi Arabia, providing consumer microfinance solutions under the supervision of the Saudi Central Bank (SAMA). The company is focused on building a customer-centric, technology-enabled, and well-governed organization, seeking leaders to contribute to its growth in Riyadh, Saudi Arabia.

Role Purpose

The IT Manager will lead the company's technology function, ensuring the delivery of secure, reliable, and scalable technology solutions. These solutions support lending operations, digital customer journeys, and compliance with regulatory requirements. This full-time role involves owning the IT strategy, roadmap, budget, technology delivery, and vendor ecosystem, while collaborating with business units, Risk, Compliance, and the CISO.

Key Responsibilities

• IT Strategy & Governance: Define and execute the IT strategy and multi-year technology roadmap aligned with business objectives. Manage the IT budget, business cases, and investment priorities. Establish IT governance, policies, and standards, implementing change, release, incident, and problem management processes based on ITIL practices. Report IT performance, risks, and project status to executive management.
• Core Systems & Digital Delivery: Oversee the lifecycle of core systems including loan management, customer onboarding, collections platform, digital channels (mobile and web), and internal systems. Lead integrations with external parties such as credit bureaus, national identity verification services, and payment channels. Drive agile delivery of technology projects from requirements to go-live, including QA and UAT. Ensure accurate and timely regulatory and management reporting, and develop strong data quality and BI capabilities.
• IT Operations & Infrastructure: Ensure availability, performance, and capacity of infrastructure, networks, cloud platforms, and end-user services in line with SLAs. Lead Business Continuity and Disaster Recovery planning and testing. Oversee backup, patching, software licensing, IT asset management, and effective IT service monitoring and operational support.
• Technology Security & Compliance: Implement technology controls mandated by SAMA and other regulators, coordinating with the independent Cybersecurity function. Support internal audits, regulatory examinations, and the timely resolution of technology-related findings. Apply secure-by-design principles and personal data protection across all systems and projects, ensuring alignment between IT operations and cybersecurity requirements.
• Vendors & People Management: Select, contract, and manage technology vendors and outsourcing arrangements, ensuring due diligence, service levels, performance monitoring, exit plans, and compliance with SAMA outsourcing requirements. Manage the technology vendor ecosystem for value. Lead, coach, and develop the IT team, building succession plans and fostering national technology talent.

Qualifications and Experience

• 5-10 years of experience in Information Technology management.
• Demonstrated ability to lead technology functions and deliver scalable solutions.
• Experience with IT strategy, budget management, and governance.
• Familiarity with ITIL practices and agile project delivery.
• Understanding of regulatory requirements in the financial sector, particularly SAMA.

Work Type and Location

This is a full-time position based in Riyadh, Saudi Arabia.
